Book excerpt: Papua New Guinea is going through a crisis: A concentration on conventional approaches to development, including an unsustainable reliance on mining, forestry, and foreign aid, has contributed to the country’s slow decline since independence in 1975. Sustainable Communities, Sustainable Development attempts to address problems and gaps in the literature on development and develop a new qualitative conception of community sustainability informed by substantial and innovative research in Papua New Guinea. In this context, sustainability is conceived in terms that include not just practices tied to economic development. It also informs questions of wellbeing and social integration, community-building, social support, and infrastructure renewal. In short, the concern with sustainability here entails undertaking an analysis of how communities are sustained through time, how they cohere and change, rather than being constrained within discourses and models of development. From another angle, this project presents an account of community sustainability detached from instrumental concerns with economic development. Contributors address questions such as: What are the stories and histories through which people respond to their nation’s development? What is the everyday social environment of groups living in highly diverse areas (migrant settlements, urban villages, remote communities)? They seek to contribute to a creative and dynamic grass-roots response to the demands of everyday life and local-global pressures. While the overdeveloped world faces an intersecting crisis created by global climate change and financial instability, Papua New Guinea, with all its difficulties, still has the basis for responding to this manifold predicament. Its secret lies in what has been seen as its weakness: underdeveloped economies and communities, where people still maintain sustainable relations to each other and the natural world.

Book excerpt: The Southern Highlands is one of Papua New Guinea's most resource-rich provinces, but for a number of years the province has been riven by conflict. Longstanding inter-group rivalries, briefly set aside during the colonial period, have been compounded by competition for the benefits provided by the modern state and by fighting over the distribution of returns from the several big mining and petroleum projects located within the province or impinging upon it. Deaths from the various conflicts over the past decade number in the hundreds. As a result of inter-group fighting, criminal activity and vandalism, a number of businesses have withdrawn from the province. Roadblocks and ambushes have made travel dangerous in many parts and expatriate missionaries and aid workers have left. Many public servants have abandoned their posts with the result that state services are not provided. Corruption is rife. Police are often reluctant to act because they are outnumbered and outgunned. This volume brings together a number of authors with deep experience of the Southern Highlands to examine the underlying dynamics of resource development and conflict in the province. Its primary purpose is to provide some background to recent events, but the authors also explore possible approaches to limiting the human and economic costs of the ongoing conflict and breakdown of governance.

I see the following as major impediments to the development of this nation; however people have different views, but I see these things are becoming barriers to the development of this nation. Due to modernisation and westernisation, a lot of people in Papua New Guinea have already adopted western lifestyle. Thus, Non- Communicable Disease is prevalent in PNG. Non- Communicable Diseases are normally found in developed countries but now it is found in PNG. The first case was reported in 1971 but now it’s rose up to almost 46% of the total death rates in PNG is NCD. The survey shows that it is affecting most working class people who have direct correlation in term of input in the development of PNG through human resource development and economic development. Secondly, corruption can also be regarded as one of the impediments to development in PNG because a lot of public funds have been misused at the political and bureaucratic level. We will explore the details in the discourse of this paper. Thirdly, high illiteracy rate is another contributing factor hindering the progress of development in Papua New Guinea. Finally, but not the least is land owner conflict and land compensations, it is also seen as an obstacle to the development of this nation of Papua New Guinea. Especially customary land acquisitions and landownership conflicts in mining areas. For example, Bougainville Copper Limited (BCL) has been closed down due to landowner compensations, as a result government infrastructures have been destroyed and lives have been claimed. This paper also provides some strategies and recommendations to address the following issues highlighted above. Especially recommending the government of the day to look into these issues through policy development and legislative framework. Further research is encouraged for the decision makers or policy makers to have sufficient information available to make informed decisions to address those issues before it’s too late.

Book excerpt: Understanding how the Papua New Guinea (PNG) agricultural economy and associated household consumption is affected by climate, market and other shocks requires attention to linkages and substitution effects across various products and the markets in which they are traded. In this study, we use a multi-market simulation model of the PNG food economy that explicitly includes production, consumption, external trade and prices of key agricultural commodities to quantify the likely impacts of a set of potential shocks on household welfare and food security in PNG. In this study, we use a multi-market simulation model of the PNG food economy that explicitly includes production, consumption, external trade and prices of key agricultural commodities to quantify the likely impacts of a set of potential shocks on household welfare and food security in PNG. We have built the model to be flexible in order to explore different potential scenarios and then identify where and how households are most affected by an unexpected shock. The model is designed using region and country-level data sources that inform the structure of the PNG food economy, allowing for a data-driven evaluation of potential impacts on agricultural production, food prices, and food consumption. Thus, as PNG confronts different unexpected challenges within its agricultural economy, the model presented in this paper can be adapted to evaluate the potential impact and necessary response by geographic region of an unexpected economic shock on the food economy of the country. We present ten simulations modeling the effects of various shocks on PNG’s economy. The first group of scenarios consider the effects of shocks to production of specific agricultural commodities including: 1) a decrease on maize and sorghum output due to Fall Armyworm; 2) reduction in pig production due to a potential outbreak of African Swine Fever; 3) decline in sweet potato production similar to the 2015/16 El Niño Southern Oscillation (ENSO) climate shock; and 4) a decline in poultry production due to COVID-19 restrictions on domestic mobility and trade. A synopsis of this report, which focuses on the COVID-19 related shocks on the PNG economy is also available online (Diao et al., 2020).1 The second group of simulations focus on COVID-19-related changes in international prices, increased marketing costs in international and domestic trade, and reductions in urban incomes. We simulate a 1) 30 percent increase in the price of imported rice, 2) a 30 percent decrease in world prices for major PNG agricultural exports, 3) higher trade transaction costs due to restrictions on the movement of people (traders) and goods given social distancing measures of COVID-19, and 4) potential economic recession causing urban household income to fall by 10 percent. Finally, the last simulation considers the combined effect of all COVID-19 related shocks combining the above scenarios into a single simulation. A key result of the analysis is that urban households, especially the urban poor, are particularly vulnerable to shocks related to the Covid-19 pandemic. Lower economic activity in urban areas (assumed to reduce urban non-agricultural incomes by 10 percent), increases in marketing costs due to domestic trade disruptions, and 30 percent higher imported rice prices combine to lower urban incomes by almost 15 percent for both poor and non-poor urban households. Urban poor households, however, suffer the largest drop in calorie consumption - 19.8 percent, compared to a 15.8 percent decline for urban non-poor households. Rural households are much less affected by the Covid-19 related shocks modeled in these simulations. Rural household incomes, affected mainly by reduced urban demand and market disruptions, fall by only about four percent. Nonetheless, calorie consumption for the rural poor and non-poor falls by 5.5 and 4.2 percent, respectively.
