It is related to every one of us who uses public transport services for any purposes. Over the past 30 years, there was a remarkable growth in Hong Kong's economy, inducing significant changes in the travel pattern and behaviour of the General Public. There were also increasing demands for the services with population growth and expansion of the city development. th Primitive public transport services evolved in the 19 Century with little advancement until the last few decades after the war. Most of the milestones of the development of public transport in Hong Kong concentrated in this period. Besides, structured and systematic processes of transport policy making were also established. New Government department was set up to take up the role of regulating the transport services and White Papers were started to issue. The principles delivered in the first two papers were similar while the latest one giving the blueprint for our future transport system incorporated the ideas of considering the environment and sustainable development when providing new facilities or services to enhance economic growth and society needs. Abstract: Abstract of dissertation entitled "An Integrated Public Transport System - A Case Study of Hong Kong" Submitted by Yiu Kwok Kin Antonio for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June, 2005 This dissertation will commence with a review on the existing public transport system in Hong Kong to establish its nature and extent as an integrated system. It will then examine the definitions and implications of an integrated public transport system in other parts of the world to compare with those in Hong Kong. On this basis, a discussion on the merits and demerits of the various integrated systems will be made, taking into account selected criteria and standards. Ultimately an optimum integrated system will be developed for Hong Kong to suit local conditions, including demographic, economic and prevailing policy aspects. The first part of the study will define aspects and values relating to integration of public transport. The aim is to consider and measure its advantages and disadvantages to achieve the community needs before planning the system. The second part of the study will give an overview of the existing public transport system in Hong Kong as well as the current steps to integrate different transport modes in Hong Kong. The experiences from Singapore and Australia will be reviewed to see if they are useful for Hong Kong in planning and implementation of integration. The third part will examine the feasibility of integration aspects, strategies and directions for integration of public transport in Hong Kong. Since railways and buses are the largest passenger carrying modes in Hong Kong, the closer coordination between them will benefit not only passengers but also the development of an integrated public transport system. The success depends upon to what extent of co-ordination between them. The fourth part will analyse challenges, impacts and benefits related to an integrated public transport system and will make recommendations on planning, development and promotion of integration. Abstract: The cornerstone of the public transport policy of Hong Kong has been to position railway as the backbone of the transport network. With the adoption of an integrated approach of land-use planning and railway planning, there has been a remarkable achievement that railway now accounts for 41% of all trips made on public transport. Upon completion of the four railway projects by 2020, it will cover 70% of residential population of Hong Kong. Further on, there are anticipated challenges associated with the increasingly-congested roads and trains in urban areas, and the transport planning to serve New Developments Areas (NDAs) for accommodating future population growth. Noted that constructing railway lines or strategic highways to relieve existing congestion is costly, technically difficult and requiring long implementation, and the NDAs with a relatively low density may not warrant the provision of a heavy railway, there exists a need to explore new solutions to address these issues. This research attempts to study the characteristics of two novel modes of transport - Bus Rapid Transit (BRT) and Modern Tramways, in order to investigate whether they are necessary and viable to be introduced in Hong Kong. The research summarizes the applications of BRT and Modern Tramways with respect to their characteristics and pre-requisites. In parallel, it briefly describes the transport and land-use related policies, and reviews the current traffic conditions and problems associated with the operation of bus and tram in Hong Kong. The analysis part assesses the development potential of BRT or Modern Tramways from two perspectives: namely the possibilities to be implemented in NDAs and to modify the existing bus and tram services to BRT and Modern Tramways respectively. While the conclusion confirms the necessity and viability, and therefore the development potential of BRT and Modern Tramways, there are some pre-requisites highlighted for them to be successfully implemented in Hong Kong. Value capture (VC) is one such mechanism, which involves the identification and capture of a public infrastructure-led increase in property value. This book reviews four major VC mechanisms: joint development projects; special assessment districts; impact fees; and tax increment financing; all of which are used to fund transit in the United States. Through the study of prominent examples of these VC mechanisms from across the US, this book evaluates their performance focusing on aspects such as equity, revenue-generating potential, stakeholder support, and the legal and policy environment. It also conducts a comparative assessment of VC mechanisms to help policy makers and practitioners to choose one, or a combination of VC mechanisms. Although the book focuses on the US, the use of the VC mechanisms and the urgent need for additional revenue to fund public transportation are world-wide concerns. Therefore, an overview of the VC mechanisms in use internationally is also provided.

Abstract: The Role of Rail Transit Node for Place Making and Urban Development in Hong Kong Abstract ABSTRACT This dissertation is about place making at urban areas around rail transit node in Hong Kong for creation of a sense of place that encourages social interaction and urban activities to bring about vibrancy and to enhance liveability to the community at large. Railway transport plays a key role in public transportation in Hong Kong as it provides mass transit through the densely populated urban areas in Hong Kong which is fast, safe, efficient, reliable and environmental friendly as opposed to road transport. Transit node not only functions as a transportation station for railway network but also as an urban catalyst for development around it. Transit node involves large volume of passenger movement which generates commercial and social interaction opportunities and hence induces immense vitality and vibrancy to the surrounding area. Responsive urban design to station area is therefore needed to derive supportive urban environment to capture these potentials accordingly. This dissertation comprises two parts, i.e. Part One: Topic Study and Part Two: Design Proposal. The topic study seeks to research on the key qualities for formation of community-sensitive and people-oriented urban environment around transit node and to derive a set of corresponding principles for the application to the urban setting of Hong Kong. The conceptual design in the design proposal illustrates the application of the findings derived in the topic study. For the discussion in this dissertation, 'station area development' refers to the developments occur within the area at or around the transit node that can take advantage of the transit services and station facilities. The focus of this dissertation is the spatial characters and physical layout of the urban environment around the transit nodes of the Mass Transit Railway (MTR). Aspects related to government polices, real estates and land economics do not form part of the scope of this dissertation. The overall approach, methodology and limitation of this dissertation are explained in Chapter One. Chapter Two of this dissertation first gives a broad bush review to station area development around the current MTR transit nodes whereby to identify relevant issues on the urban setting and trend occurred through the development of MTR since 1979. This chapter also includes case studies to station area developments at three selected MTR transit nodes representing three different generations of MTR development. The findings form relevant perspective and focuses for the formulation of theoretical framework in Chapter Three. The theoretical framework established in Chapter Three involves literature review to key attributes for community sensitive station area development. The theoretical framework is established from three different approaches, i.e. transit-oriented, place-making and development/redevelopment. Findings from theoretical framework together with the broad bush review in Chapter Two are consolidated to derive the notion of - Transit Activated District (TAD) and the Principles for Transit Activated Development.
