Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans. The book offers Western Balkan governments and international donors a shared vision of the goals and directions their agriculture and rural development policies and programs might take.

They are too big to use the direct marketing techniques of small farms but too small to take advantage of corporate marketing and distribution systems. This crisis of the midsize farm results in a rural America with weakened municipal tax bases, job loss, and population flight. Food and the Mid-Level Farm discusses strategies for reviving an "agriculture of the middle" and creating a food system that works for midsize farms and ranches. Activists, practitioners, and scholars from a variety of disciplines, including sociology, political science, and economics, consider ways midsize farms can regain vitality by scaling up aspects of small farms' operations to connect with consumers, organizing together to develop markets for their products, developing food supply chains that preserve farmer identity and are based on fair business agreements, and promoting public policies (at international, federal, state, and community levels) that address agriculture-of-the-middle issues. How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? If managed effectively, it can result in growth that benefits everyone; if managed poorly, it can lead to stark welfare disparities and entire regions cut off from the advantages of agglomeration economies. The importance of rural-urban transition has been confirmed by two consecutive World Development Reports: WDR 2008 Agriculture for Development; and WDR 2009 Reshaping Economic Geography. Focusing on Sub-Saharan Africa and South Asia, this book picks up where the WDRs left off, investigating the influence of country conditions and policies on the pace, pattern, and consequences of rural-urban transition and suggesting strategies to ensure that its benefits results in shared improvements in well-being. The book uncovers vast inequalities, whether between two regions of one country, between rural and urban areas, or within cities themselves. The authors find little evidence to suggest that these inequalities will automatically diminish as countries develop: empirical and qualitative analysis suggests that spatial divides are mainly a function of country conditions, policies and institutions. By implication, policymakers must take active steps to ensure that rural-urban transition results in shared growth. Spatially unbiased provision of health and education services is crucial to ensuring that the benefits of transition are shared by all. But connective infrastructure and targeted interventions also emerge as important considerations, even in countries with severely constrained fiscal and administrative capacity. The authors suggest steps for navigating the tricky political economy of land reforms. And they alert readers to potential spillover effects that mean that policies designed for one space can have unintended consequences on another. Policymakers and development experts, as well as anyone concerned with the impact of rural-urban transition on growth and equity, will find this book a thought-provoking and informative read.

In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries.
