Studies of the rural areas have concerned themselves with the social and environmental impact of metropolitan growth--villages emptied by migration to the big cities, cultures crushed by tourist development, and agribusiness and lush landscapes destroyed by the devastation of natural resources. The literature reveals that few analysts have examined the middle distance between metropolis and countryside. The contributors to this book have addressed the issue by concentrating on the intermediate level of economic, political, and social life--the world of Thailand's provincial cities and market towns. Book excerpt: This technical paper presents three case studies of inland fisheries in the context of a multiple-use of land and water resources in the humid tropics of Asia. Two of the three river basins are situated on islands, i.e. the Agno in the Philippines and the Mahaweli in Sri Lanka; one is on mainland Asia, i.e. the Nam Pong Basin in Thailand. Although the river basins have a number of features in common, such as, for example, their size, forest cover and population density, they differ in a number of other environmental aspects and changes induced by the development taking place in their basins. Inland fisheries in all three catchments is represented both by capture and culture components with reservoir fisheries gaining in importance. The studies have shown that while the major constraint to the riverine fisheries has been identified as being the high level of transported sediments originating from eroding lands and mine waste discharge (the Agno Basin), in the reservoirs of Nam Pong and Mahaweli basins it has been the high fishing pressure, in one case non-regulated (Nam Pong), which has caused deterioration of fish stocks. Another constraint in force until recently was of a social (religious) character (Mahaweli Basin). The three studies have shown that in most situations inland fisheries can successfully develop under conditions of the multiple use of the resource.

Recent advances in remote sensing serve as a viable alternative to traditional methods of compiling agricultural statistics by responding to the emerging data requirements and overall needs of modern agriculture, especially for staple commodities such as rice. This publication outlines the procedures, methods and tools developed for generating statistics on paddy rice area and production using remote sensing and GIS techniques. It is intended to encourage and assist national statistical systems in piloting and adopting satellite-based techniques as an alternative to existing data collection methods, while enabling other interested readers to comprehend whether the adoption of these methodologies can improve the quality and timeliness of agricultural statistics. The handbook also serves as a complement to a massive online open course developed by ADB for crop area estimation.

Book excerpt: The rural, Lao-speaking people of northeastern Thailand constitute over a third of the entire population of Thailand. Over the last century, this ethnically separate community has evolved from a traditional peasantry into “cosmopolitan” villagers who are actively shaping Thai politics. Eminent anthropologist Charles Keyes traces this evolution in detail, beginning with the failure of a Buddhist millenarian uprising in 1901–2 and concluding with the successful election of the Thai Rak Thai/Pheu Thai Party in the 2000s. In the intervening century, rural northeasterners have become more educated and prosperous, and they have gained a sophisticated understanding of the world and of their position in it as Thai citizens. Although northeasterners have often been thwarted in their efforts to press government agencies to redress their grievances, they have rejected radical revolutionary efforts to transform the Thai political system. Instead, they have looked to parliamentary democracy as the system in which they can make their voices heard. As the country engages with the processes of democracy, the Pheu Thai Party and the Red Shirt movement appear to have established the people of northeastern Thailand as an authentic voice in the nation’s political landscape. Its main objective is to explore a theoretical framework to overcoming the limitations of mainstream approaches by employing case studies on decentralization, crisis management, corporate governance and foreign aid management of both public and private entities. From the beginning of the 1990s onwards, the international aid community has increasingly stressed that good governance, together with democracy and protection of basic human rights, is indispensable for sustainable economic development. The terms, however, are complex, broad, and arguable. They largely refer to discipline of government institutions and the capacity of the public sector. While a wide variety of empirical studies has been done on the relations between good governance and development, it is still unclear how the differences in governance influence development performance in a real world.
