Governments have agreed to adopt a universal legal agreement on climate change at the 21st Conference of Parties (COP21) to the United Nations Framework Convention on Climate Change (UNFCCC) in Paris in 2015. The agreement will come into force no later than 2020.This book focuses on the prospects for global agreement, how to encourage compliance with any such agreement and perspectives of key players in the negotiations — the United States, India, China, and the EU. It finds that there is strong commitment to the established UN institutions and processes within which the search for further agreed actions will occur. There are already a myriad of local and regional policies that are helping to reduce greenhouse gas emissions and build mutual confidence. However, the chapters in the book also highlight potential areas of discord. For instance, varying interpretations of the “common but differentiated responsibilities” of developing countries, agreed as part of the UNFCCC, could be a major sticking point for negotiators. When combined with other issues, such as the choice of consumption or production as the basis for mitigation commitments, the appropriate time frame and base date for their measurement and whether level or intensity commitments are to be negotiated, the challenges that need to be overcome are considerable. The authors bring to bear insights from economics, public finance and game theory.

Book excerpt: Europe should set a target to reduce CO2 emissions by 30% on 1990 levels by 2020 in order to demonstrate political leadership in the run up to UN climate talks in 2015, when political consensus could be reached on a new international agreement to replace the Kyoto protocol. The Kyoto Protocol created an invaluable architecture for future agreements - including common emissions reporting, accounting standards and a compliance system - but it should not be renewed after 2020. Instead, diplomatic efforts should now be focused on reaching a new, and genuinely international, agreement via the promising Platform negotiated last year in Doha. Europe's influence over future international negotiations would be greatly increased if its own economy was decarbonised more. The Human Development Index should be used in future to determine equitably which countries are treated as 'developed' - and required to decrease their emissions immediately. Given the severe fiscal constraints in most developed countries, it is unlikely that the US $100 billion Green Climate Fund target will be reached by 2020 unless an innovative mechanism is developed to budgetary contributions. The UK should exploit its expertise in financial services to develop innovative mechanisms for levering in more private investment. The Government should support moves to eliminate the $400 billion of fossil fuel subsidies across the world, while ensuring that this is done in a way that does not worsen fuel poverty. The Government should also show leadership by acknowledging that consumption in the UK and some other developed countries is driving up territorial emissions elsewhere

Book excerpt: European Union's energy goals for 2020, inclusion of aviation in EU ETS since 2012 and the important increase of CO2 emissions in Southern Mediterranean countries, all justify to pay careful attention to the challenges of the carbon constraint at the Euro-Mediterranean scale. The notion of "carbon constraint" stems from the application of the United Nations Framework Convention on Climate Change (UNFCCC) and from the Kyoto Protocol that resulted in the implementation of the EU ETS in European Union countries. Contrary to European countries that committed to emissions reductions goals ("Annex I countries" of UNFCCC and "Annex B countries" of Kyoto Protocol), Southern and Eastern Mediterranean countries (SEMC), like other emergent countries, apply the principle of "common but differentiated responsibility" that exempt them from adopting any binding emission reductions goals. The extension of the EU ETS, with the auctioning of emission credits as of 2013, and the evolution, even though difficult, of international climate negotiations might nevertheless modify the situation of unbalanced commitments that prevails between Northern countries and Southern countries (section 1). Moreover, if the carbon constraint for European countries remains today soft, it might on a short or medium term generate several economic and social impacts, and potentially on the regional trade (section 2). Several green initiatives undertaken on the Southern shore to develop environmental policies and new carbon market mechanisms have to be supported so as to limit these negative impacts and to implement a virtuous regional momentum (section 3).

However, the land use sectors are not only part of the problem, but also part of the solution. They are key to adaptation. The global potential of land-based mitigation options is evaluated at about 30 percent of the global mitigation effort required in 2050 to meet the 1.5 °C target of the Paris Agreement. Bolivia’s forest resources are of global importance, its main forest areas are located in subtropical and tropical regions. There is severe deforestation going on in the lowlands at a rate of approximately 200,000 ha per year, whilst forest degradation mostly concerns montane forests. Cattle ranching is the most important direct driver of deforestation, followed by mechanized agriculture at medium- and large-scale level, mainly for the production of soy bean, and finally small-scale agriculture. Underlying causes of deforestation include, among others, the opening of the agricultural economy to international markets and the weakness of institutions in charge of controlling land use. From 2006 on, under the government of Evo Morales, Bolivia adopted an official position against the marketization of nature and in defense of the rights of mother earth. In consequence to its rejection of REDD, Bolivia developed an alternative proposal called “Joint Mechanism of Mitigation and Adaptation for Integrated and Sustainable Management of Forests and Mother Earth”. This proposal was also promoted in international negotiations on climate change. It focuses on local experiences for a sustainable and integrated management of natural resources and fosters land use planning at different levels of governance. Our analysis suggests that there is still a lack of concrete approaches to mitigate the direct threats to forests; moreover, the control of illegal deforestation is still insufficient. We also note that in parallel to policies of nature conservation, there is a contradicting political agenda being implemented promoting the expansion of the agricultural frontier. Only the future will show if the vision of “Living Well in Harmony with Mother Earth” will really lead to effective measures to combat the loss and the degradation of the immense richness of Bolivian forest.
