Book excerpt: The 2030 Agenda for Sustainable Development is clear on the need to engage civil society organisations (CSOs) in implementing and monitoring the Sustainable Development Goals. With their capacity to bring the voices of those on the frontlines of poverty, inequality and vulnerability into development processes, CSOs can help to ensure no one is left behind. In order to work to their maximum potential, CSOs need members of the Development Assistance Committee (DAC) to provide and promote enabling environments. This study provides a comprehensive review of the various ways in which DAC members support and engage with civil society. It argues that they can do more to make their civil society policies and practices effective. To that end, the study provides action points for further discussion with DAC members, CSOs, and others, to be developed into a guidance or a recommendation for how members can improve the effectiveness of their work with civil society, and, by extension, make environments for CSOs more enabling.

Book excerpt: At a time when uneven power dynamics are high on development actors’ agenda, this book will be an important contribution to researchers and practitioners working on innovation in development and civil society. While there is much discussion of localization, decolonization and ‘shifting power’ in civil society collaborations in development, the debate thus far centers on the aid system. This book directs attention to CSOs as drivers of development in various contexts that we refer to as the Global South. This book take a transformative stance, reimagining roles, relations and processes. It does so from five complementary angles: (1) Southern CSOs reclaiming the lead, 2) displacement of the North–South dyad, (3) Southern-centred questions, (4) new roles for Northern actors, and (5) new starting points for collaboration. The book relativizes international collaboration, asking INGOs, Northern CSOs, and their donors to follow Southern CSOs’ leads, recognizing their contextually geared perspectives, agendas, resources, capacities, and ways of working. Based in 19 empirically grounded chapters, the book also offers an agenda for further research, design, and experimentation. Emphasizing the need to ‘Start from the South’ this book thus re-imagines and re-centers Civil Society collaborations in development, offering Southern-centred ways of understanding and developing relations, roles, and processes, in theory and practice. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Slovenia's official development assistance to Gross National Income ratio increased from 0.16% in 2017 to 0.19% in 2021, with a temporary uptick to 0.29% in 2022. This increase was mainly due to in-donor refugee costs related to Russia's war of aggression against Ukraine. Slovenia punches above its weight as it influences decision-making in multilateral organisations in line with its priorities, notably on water and gender. Partners value its strong support to the Western Balkans, anchored in its European Union accession experience, as well as its support to demining efforts around the world. This peer review provides a set of recommendations to focus its approach, ensure cross-government co-ordination, match financial and human resources to ambitions, and build stronger relationships with partners.
