Book excerpt: Today's hearing is going to focus on the impact of energy efficiency and renewable energy on our national security. The Department of Defense has long been interested in harnessing new forms of power to improve our Nation's combat readiness. However, the proliferation of advanced technology on the battlefield has dramatically increased our military's energy needs.Today's service member requires an average of 22 gallons of fuel per day, an increase of 175 percent since the Vietnam War. Operations in Afghanistan alone require 20 million to 50 million gallons of fuel per month. The total cost to secure and transport fuel to the battlefield, also known as the fully burdened cost of energy, is estimated to be as high as $40 a gallon.

Book excerpt: This roadmap establishes and charts the U.S. Navy's energy vision, stating 'The Navy and Marine Corps will lead the Department of Defense and the nation in bringing about improved energy security, energy independence, and a new energy economy.' It declares that the Department of the Navy (DON) will meet these goals by 'increasing its use of alternative energy, including Biofuels, solar, wind, hydro, geothermal, and nuclear; and aggressively pursuing conservation, energy efficient technologies, and energy supply management innovations.' It sets forth two priorities: energy independence and energy security. Five goals will assist in achieving success: evaluating energy factors as a mandatory requirement when awarding contracts for systems and buildings; demonstrating a Green Strike Group in local operations by 2012 and sailing it by 2016; reducing petroleum use in the Navy's commercial vehicle fleet by 50% by 2015; producing at least 50% of shore-based energy requirements from alternative sources by 2020; and acquiring 50% of total Navy energy needs from alternative sources by 2020.

A newly vectored approach toward energy use within the Navy will produce strategic and operational advantages that enhance combat capability and ensure resilience in any energy future. This document conveys strategic imperatives that align with Department of the Navy energy targets announced at the 2009 Naval Energy Forum and in the Energy Awareness Message to the Fleet. It represents a commitment from the entire Navy to foster a culture in which energy awareness is part of everyday actions and decision-making. Book excerpt: "The United States Department of Defense (DoD) has identified energy as a key vulnerability and has made substantial moves to improve its energy profile in the last decade, including establishing a new Assistant Secretary of Defense position for Operational Energy Plans and Programs and integrating energy considerations into its large and complex acquisition process. As part of this process, each military service and the DoD as a whole have issued documents outlining strategic goals and objectives relative to energy. In addition, the Congress and both the Bush and Obama administrations have issued relevant strategic guidance. The strategic guidance conveys the importance and urgency of changing DoD s energy profile. The documents specify a wide range of objectives, which only partially overlap. Moreover, although some terms (e.g., energy security) occur frequently, they are defined in many distinct ways. This points to a need for specific efforts to operationalize the strategic guidance so that DoD decision makers at all levels can implement it effectively. In this report, we analyze strategy and policy documents from DoD and related organizations, in order to determine an appropriate framework of objectives for energy decisions. We identify and explicitly define a comprehensive set of common objectives and note the language in each document that expresses the pursuit of each objective. This set of objectives and associated definitions clarifies relationships among the strategic documents, and is intended to help communication horizontally (e.g., across services) and vertically, across hierarchical levels. In addition, the objectives we define suggest possible metrics that may be measurable and comparable across services, and may be possible to aggregate across organizational levels"--Abstract.

The author begins by introducing our national and military addiction to vast amounts of energy. He adeptly points out that we have created the world's mightiest military but historically have not considered energy to be a critical component of the war-planning process. His discussion of the burdens associated with our energy consumption not only identifies the cost of energy as a commodity but the often overlooked cost of infrastructure, personnel, transportation, and delivery of our energy requirements. Colonel Lengyel also identifies key vulnerabilities caused by our energy dependence: potential oil and electricity supply disruptions due to terrorism, sabotage, physical and cyber attack, and infrastructure failure. Additionally, he highlights areas where our dependence on imported energy creates foreign policy vulnerabilities. In sum, Colonel Lengyel offers an analysis of current DOD energy strategy and proposes a strategy for improved energy security and an implementation plan. He highlights numerous USAF initiatives as a model for the DOD to pursue, such as bases operating on 100 percent renewable energy, Air Force Smart Operations 21 (AFSO 21) fuel savings processes, culture change, and leading the way in synthetic fuel testing and certification.
