Book excerpt: Background In July of 1992, approximately sixty scholars and researchers met for a week at the "Fritz Erler Akademie" in Freudenstadt, Germany, to participate in a workshop entitled "Cross-National Lon gitudinal Research on Human Development and Criminal Behavior". The participants represented 15 nations and 45 universities and research centers. Although longitudinal research in criminology has a long history, this workshop represented the first one in the field of criminology in which it was attempted to get together the main scholars in this field from around the world. The largest group of the workshop represented American scholars (19), a reflection of the fact that longitudi nal research in criminology is predominantly conducted in North America. This volume is the result of the workshop process and in particular of the invitations to participants to prepare pre or conference papers. The chapters in this volume were selected from a larger set of pre- or conference papers. As workshop conveners and volume editors, it falls to us to set some of the context for this enter prise. Longitudinal research in criminology became a major approach after the publication of the land mark study by Wolfgang, Figlio, and Sellin "Delinquency in a Birth Cohort" in 1972. Around the same time, when Wolfgang, Figlio, and Sellin started their Philadelphia cohort study, were longi tudinal studies, although different in scope and aim, launched by Shannon in the USA, West in England, Janson in Sweden, and Goppinger in Germany.

Alongside this liberal "manufactory of citizens,” a parallel structure was enacted: a Jim Crow juvenile justice system that endured across the nation for most of the twentieth century. In The Black Child Savers, the first study of the rise and fall of Jim Crow juvenile justice, Geoff Ward examines the origins and organization of this separate and unequal juvenile justice system. Ward explores how generations of “black child-savers” mobilized to challenge the threat to black youth and community interests and how this struggle grew aligned with a wider civil rights movement, eventually forcing the formal integration of American juvenile justice. In it, Matza argues persuasively that delinquent thought and delinquent action are distorted reflections of the ideas and practices that pervade contemporary juvenile law and its administration. His ideas are as persuasive today as when they were first published twenty-five years ago. By example and illustration, Matza argues that the delinquent subculture is based on many of the same standards as the conventional social order, and that the delinquent's negation of the law is the result of his relations with an inconsistent and vulnerable legal code. Once the juvenile breaks his or her ties to the legal order, the drift to delinquency becomes relatively easy to justify. The author also maintains that being liberated from legal constraint does not necessarily lead to delinquency; that event depends on the will to commit crime. Because delinquency remains one of our most serious social problems, it is important to consider Matza's thesis that the drift toward delinquency is frequently aided by the unwitting support of society and the guardians of social order.

It presents new results from the Cambridge Study in Delinquent Development (CSDD), which is a unique longitudinal study of the development of offending from age 10 to age 61. Previous results obtained in the CSDD are reviewed, and then new findings from official criminal records up to age 61 are presented: on offending at different ages, continuity in offending, ages of onset, and criminal career duration. The number of offenders and offenses between ages 50 and 61 is noteworthy. The book then presents results on self-reported offending in different age ranges up to 48: on prevalence, frequency, continuity, and comparisons with official records that suggest that official records only capture the tip of the iceberg of offending. It then analyzes different trajectories of official offending up to age 61 and shows to what extent they could be predicted by childhood risk factors. New results from the CSDD in the last 10 years are then presented, followed by a discussion of the relevance of all the findings for criminological theories and public policies such as early intervention.
