Book excerpt: In March 2008 the Government published "The National Security Strategy of the United Kingdom: Security in an interdependent world" (NSS) (Cm. 7291, 2008, ISBN 9780101729123). Part dealt with the contribution of the armed forces to the overarching security policy of the UK, and the Defence Committee set out to examine "how the MoD and the Armed Forces interact with other departments and agencies to ensure the safety and security of the UK". The report looks at the developing area of Parliamentary scrutiny of national security, welcomes the proposed creation of a Joint Committee on the National Security Strategy, but does question which minister will give evidence to that Committee. The vital role of the ministry of Defence is outlined, and the contribution must be appropriately understood, directed and resourced. The Committee recommends that the Government investigate how the Territorial Army could be used in civil emergencies, rather than always resorting to regular troops. It is essential that all activity relating to national security is appropriately funded from an indicative national security budget. The NSS should also make a clearer connection between the strategy and industry, and the Committee welcomes the Government's engagement with the UK Security and Resilience Industry Suppliers' Community. Current issues examined include: the London 2012 Olympic Games; maritime security - the Committee comments on only six Royal Navy ships being dedicated to this, and the level of action taken to address identified threats to aspects of critical infrastructure such as ports; the impact of current operations and the extent to which UK forces are stretched or overstretched.

In this Report, the Committee: calls upon the Government to provide regular updates on national security to appropriate select committees; deplores the Government's failure so far to establish a Joint Committee on the National Security Strategy following the announcement of July 2008; and stresses the importance of the forthcoming defence Green Paper and Strategic Defence Review in making the necessary and important connections between national security and strategic defence capabilities. The next Government must spell out more clearly the role of the UK's defence assets in our national security.

Parts 1 and 2 of this document outline the Government's analysis of the strategic global context and give an assessment of the UK's place in the world. They also set out the core objectives of the strategy: (i) ensuring a secure and resilient UK by protecting the country from all major risks that can affect us directly, and (ii) shaping a stable world - actions beyond the UK to reduce specific risks to the country or our direct interests overseas. Part 3 identifies and analyses the key security risks the country is likely to face in the future. The National Security Council has prioritised the risks and the current highest priority are: international terrorism; cyber attack; international military crises; and major accidents or natural hazards. Part 4 describes the ways in which the strategy to prevent and mitigate the specific risks will be achieved. The detailed means to achieve these ends will be set out in the Strategic Defence and Security Review (Cm. 7948, ISBN 9780101794824), due to publish on 19 October 2010.

Book excerpt: This report recognises the efforts of the Ministry of Defence (MoD) to improve the methods by which intelligence is collected, interpreted and then disseminated over the battlefield, where it can be used to best effect - a process known as ISTAR (Intelligence, Surveillance, Target Acquisition and Reconnaissance). However there are fears that plans for the development of ISTAR capability might be put to one side or slowed during the process of the Strategic Defence Review, due largely to financial constraints. The report warns that control of such a vital resource as ISTAR needs to be clarified to ensure proper coordination and development across the Services. The Committee has been impressed by the commitment within the MoD, the Armed Forces and within industry to improve detection of Improvised Explosive Devices (IEDs) as a priority, and to work creatively and co-operatively to that end. The technologies and techniques refined during the current campaign in Afghanistan must be mainstreamed into future UK ISTAR capability. However the theoretical expectations of what ISTAR can contribute to minimising civilian and UK military casualties must be kept in proportion. Realism about the nature of asymmetric warfare, and what ISTAR can contribute, is essential if current and future missions are to succeed.

Since 9/11, both the UK and the U.S have significantly revamped their counter-terrorism approaches. However, the success or failure of these counter-terrorism strategies has never been satisfactorily validated. Analysts and policymakers alike have assumed success due to the inability of terrorists to conduct 7/7 and 9/11, respectively, scale attacks upon each state. This assumption has existed despite the fact that it fundamentally underestimates the impact of transnational terrorism. This volume provides an in-depth qualitative assessment of the three primary policy instruments implemented to counter the transnational threat of terrorism during the period 2001-2011; an approach somewhat neglected by the current body of literature which focuses on a purely quantitative methodology. Book excerpt: The ability of the Defence Equipment and Support organisation within the Ministry of Defence (MoD) to deliver the equipment programme is overshadowed by the existence of a funding gap which the NAO estimates could be as much as £36 billion over the next ten years. Both the National Audit Office "Major Projects Report 2009" (HC 85-I, session 2009-10, ISBN 9780102963342) and Bernard Gray's "Review of Acquisition" for the MoD have confirmed that the MoD's ten year equipment programme is unaffordable. Furthermore the MoD's practice of delaying projects so as to reduce costs in the early years of a programme is adding to overall procurement costs and so further increases the funding gap. The MoD has apparently made no attempt to calculate the full extent of the costs of delays and it has taken decisions to delay projects without understanding the full implications of those decisions. The report examines: progress on the many key programmes; defence research spending (declining from £540 million in 2007-08 to £471 million in 2009-10 and will decrease further in 2010-11 to £439 million); the response to and implementation of the Gray report; balancing the equipment programme and the use of regular Strategic Defence Reviews to maintain an up-to-date strategic context for the equipment programme; clarifying roles and accountabilities, including better leadership and decision-making; injecting key skills and tools into DE&S.

This book discusses and explains innovative technologies such as blockchain and methods to defend from Advanced Persistent Threats (APTs), some of the key legal and ethical data challenges to data privacy and security presented by the COVID-19 pandemic, and their potential consequences. It then turns to improved decision making in cyber security, also known as cyber situational awareness, by analysing security events and comparing data mining techniques, specifically classification techniques, when applied to cyber security data.
