Book excerpt: GAO reviewed the Department of Defense's (DOD) weapons system acquisition process, focusing on the internal control weaknesses that inhibit the development of major weapons requirements. GAO found that: (1) although the overall defense budget has declined, wasteful practices that inflate defense acquisition costs remain; (2) DOD continues to establish questionable requirements for its weapon systems, project unrealistic cost and performance estimates, develop duplicative weapons systems, and prematurely commit to production before completing testing; (3) DOD has supported efforts to eliminate overlapping and redundant weapon requirements and reduce high-risk acquisition strategies; (4) DOD has begun to reassess many of its most expense weapon programs to determine which systems should be terminated, reduced, or delayed; (5) Congress has established an independent commission to reevaluate the military services' roles and missions and examine whether the DOD acquisition structure is too complex; (6) DOD initiatives to improve its weapons acquisition process cannot be assessed because they are in various stages of implementation; and (7) DOD believes that substantive reforms in its acquisition process can be achieved due to fiscal constraints, reduced threats, dwindling forces, congressional support, and DOD commitment to reform.

Book excerpt: Experience has shown that new weapon systems regularly encounter great difficulties as they begin production, such as a high percentage of components that must be scrapped or reworked. These give rise to significant cost increases and schedule delays. Through an examination of six weapon system case studies, GAO found that such problems occur in programs where efforts to prepare weapons for production were insufficient. The six programs reviewed were the Army's Copperhead projectile and Black Hawk helicopter, the Navy's High Speed Anti-Radiation Missile (HARM) and Tomahawk cruise missile, and the Air Force's F-16 fighter and Air-Launched Cruise Missile (ALCM). GAO found further that technical performance concerns, program management and staff, and funding and quantity instability greatly influenced these preparations during the weapon's development. DOD has issued two directives which should improve production preparations in future programs. GAO makes recommendations on applying these directives to individual programs, to both improve production preparations and reduce the effects of other program influences on such preparations.

How DOD manages this investment has been a matter of congressional concern for years. Numerous programs have been marked by cost overruns, schedule delays, and reduced performance. Over the past 3 decades, DOD's acquisition environment has undergone many changes aimed at curbing cost, schedule, and other problems. In order to determine if the policy DOD put in place is achieving its intended goals, we assessed the outcomes of major weapons development programs initiated under the revised policy. Additionally, we assessed whether the policy's knowledge-based, evolutionary principles are being effectively implemented, and whether effective controls and specific criteria are in place and being used to make sound investment decisions.

GAO's reviews over the past 30 years have found consistent problems with weapon acquisitions such as cost increases, schedule delays, and performance shortfalls. In addition, DOD faces several budgetary challenges that underscore the need to deliver its new major weapon programs within estimated costs and to obtain the most from those investments. DOD can help resolve these problems by using a more knowledge-based approach for developing new weapons. This report provides congressional and DOD decision makers with an independent, knowledge-based assessment of selected defense programs that identifies potential risks and needed actions when a program's projected attainment of knowledge diverges from the best practice. It can also highlight those programs that employ practices worthy of emulation by other programs. GAO plans to update and issue this report annually.

Those responsible for developing and acquiring new weapon systems must be just as concerned with the capability of the equipment when it is deployed as they were with the acquisition. Although some yet-to-be deployed systems designed in the mid-1970s are likely to exhibit many of the same problems occurring in the high performance weapons deployed today, recently developed systems should benefit from emphasis on reliability, availability, and maintainability, therefore presenting a brighter future. However, a reappraisal of some may be in order. As shown by recent directives, more attention should be paid in the early design of weapons to the best mix of high performance and support characteristics, considering expected force resources and operations. Defense's emphasis on lower cost weapon systems and greater reliability, although well placed, does not appear to have been sufficient. While established inventory objectives for new weapons are high, rapidly rising unit costs make it unlikely that they can be achieved without major increases in or realignment of the defense budget.

The problem, McNaugher shows, is that the technical needs of engineers and military planners clash sharply with the political demands of Congress. McNaugher examines weapons procurement since World War II and shows how repeated efforts to improve weapons acquisition have instead increased the harmful intrusion of political pressures into that technical development and procurement process. Today's weapons are more complicated than their predecessors. So are the nation's military forces. The design of new systems and their integration into the force structure demand more care, time, and flexibility. Yet time and flexibility are precisely what political pressures remove from the acquisitions process. In a series of case studies and conceptual discussions, McNaugher tackles concerns at the heart of the debate about acquisition—the slow and heavily bureaucratic approach to development, the preference for ultimate weapons over well-organized and trained forces, and the counterproductive incentives facing the nation's defense firms. He calls for changes that run against the current fashion—less centralization or procurement, less haste in developing new weapons, and greater use of competition as a means of removing the development process from political oversight. Above all, McNaugher shows how the United States tries to buy research and development on the cheap, and how costly this has been. The nation can improve its acquisition process, he concludes, only when it recognizes the need to pay for the full exploration of new technology.
