This book develops an innovative framework to answer this question, viewing deterrence as an idea. This allows the author to explain how countries institutionalize deterrence strategy, and how this internalization affects policy. He argues that the US and Israel have both internalized deterrence ideas and become attached to these practices. For them, deterrence is not just a means to advance 'physical' security, but it constitutes their very selves as deterring actors. As a result, being unable to deter becomes a threat to their identity, evoking strong emotional responses. In recognizing these dynamics, the book provides a fresh perspective on the US war in Iraq (2003) and the Israeli war in Lebanon (2006), both of which can be seen as attempts to repair each country's shaken sense of self.

Book excerpt: Ballistic missile defense is the morally and strategically superior alternative to the current system of deterrence, provided that it is responsibly implemented. Analysis of the Just War Criteria and the utilitarian justifications of deterrence present a moral obligation to pursue the alternative strategy of missile defense as a means of defending the United States. However, the Anti-Ballistic Missile (ABM) Treaty does not allow earnest pursuit of this alternative, despite recent efforts to exploit its loopholes and broaden its meaning beyond any reasonable limit. Moreover, deterrence can no longer provide the guarantee of security that it did during the Cold War. Offense-Defense Theory shows that revisionist states are not subject to the same calculations of effective deterrence that the Soviet Union was during that period. This strategic analysis underlies the moral evaluations and further supports missile defense. The cult of deterrence is presented as an explanation for the failure to adapt national security policy to the new international structure, as European powers failed to perceive the offense-defense balance prior to World War I. The ABM regime threatens to reproduce those same mistakes with even greater consequences.

In Cult of the Irrelevant, Michael Desch traces the history of the relationship between the Beltway and the Ivory Tower from World War I to the present day. Recounting key Golden Age academic strategists such as Thomas Schelling and Walt Rostow, Desch’s narrative shows that social science research became most oriented toward practical problem-solving during times of war and that scholars returned to less relevant work during peacetime. Up until now, deterrence has involved humans trying to dissuade other humans from taking particular courses of action. What happens when the thinking and decision processes involved are no longer purely human? How might dynamics change when decisions and actions can be taken at machine speeds? How might AI and autonomy affect the ways that countries have developed to signal one another about the potential use of force? What are potential areas for miscalculation and unintended consequences, and unwanted escalation in particular? This exploratory report provides an initial examination of how AI and autonomous systems could affect deterrence and escalation in conventional crises and conflicts. Findings suggest that the machine decisionmaking can result in inadvertent escalation or altered deterrence dynamics, due to the speed of machine decisionmaking, the ways in which it differs from human understanding, the willingness of many countries to use autonomous systems, our relative inexperience with them, and continued developments of these capabilities. Current planning and development efforts have not kept pace with how to handle the potentially destabilizing or escalatory issues associated with these new technologies, and it is essential that planners and decisionmakers begin to think about these issues before fielded systems are engaged in conflict.
