Uncertainty hinders the region's strategic vision. If the future entails re-launching of globalization, it seems obvious that Latin America should follow along its lines. However, if globalization were to embark on a declining phase and an endangered future, the region would need to look at other options. Latin America, therefore, faces not only a dramatic uncertainty as a result of forces beyond its control, but also needs to anticipate unforeseen events to the best of its abilities, and react to or act upon them. Strategic reflection becomes imperative to manage both uncertainty and the possibility of rapid change.This exercise in strategic reflection implies an immersion in fraught international surroundings, analyzing the forces that push for and against globalization, trying to measure their respective strength, convergence capacity, and potential impact. At the same time, it requires looking into the flaws, weaknesses and contradictions of such forces. With these elements in hand, it will be easier to envisage where the trends are leading to, and by extension, where Latin America may end up standing and which goals it should follow.

This volume analyzes the economic, social, and political challenges that emerging states confront today. Notwithstanding the growing importance of the ‘emerging states’ in global affairs and governance, many problems requiring immediate solutions have emerged at home largely as a consequence of the rapid economic development and associated sociopolitical changes. The middle-income trap is a major economic challenge faced by emerging states. This volume regards interest coordination for technological upgrading as crucial to avoid the trap and examines how various emerging states are grappling with this challenge by fostering public-private cooperation, voluntary associations of market players, and/or social networks. Social disparity is another serious problem. It is deeply rooted in history in the emerging states such as South Africa and many Latin American countries. However, income distribution is recently deteriorating even in East Asia that was once praised for its high economic growth with equity. Increasing pressure for political opening is another challenge for emerging states. This volume argues that the economic, social, and political problems are interwoven in the sense that the emerging states need to build political consensus in order to tackle the economic and social difficulties. Democratic institutions have not always been successful in this respect.

In contrast to non-human animals, language enables humans to invent a plurality of possible worlds; reflect upon signs; be responsible for our actions; gain conscious awareness of our inevitable mutual involvement in the network of life on this planet; and be responsibly involved in the destiny of the planet. The author looks at semiotics, the study of signs, symbols, and communication as developing sequentially rather than successively, more synchronically than diachronically. She discusses the contemporary phenomenon that people in today's society have witnessed and participated in, as part of the development of semiotics. Although there is a long history preceding semiotics, in a sense the field is, as a phenomenon, more "of our time" than of any time past. Its leading figures, whom Petrilli examines, belong to the twentieth and twenty-first century. Semiotics is associated with a capacity for listening. This capacity is also the condition for reconnecting to and recovering the ancient vocation of semiotics as that branch of medical science relating to the interpretation of signs or symptoms. The pragmatic aspect of global semiotics studies the impact of language or signs on those who use them, and looks for consequences in actual practice. In this respect, Petrilli theories that the task for semiotics in the era of globaliation is nothing less than to take responsibility for life in its totality. Susan Petrilli is the Seventh Thomas A. Sebeok Fellow of the Semiotic Society of America and professor in the Department of Signs, Language and Communication at the University of Bari, Italy. In addition, she is the author of numerous books, including Semiotics Unbounded (with Augusto Ponio) and Translation Translation. John Deely is professor of philosophy at the Center for Thomistic Studies, University of St. Thomas and managing editor of The American Journal of Semiotics. He is the author of numerous books including The Impact on Philosophy of Semiotics and What Distinguishes Human Understanding.

Interdependence is not simply strengthening the range of possibilities for national economies to participate in, and advantage of, these developments, but expanding the opportunities that are available to them. The question is how do states take advantage of these global developments. Russia is no exception. Although it actively participates in the globalization process, it is, however, confronting greater economic, technological, structural and institutional problems than other countries. At the same time, there is dwindling hope for favourable conditions to continue in global energy markets, which are crucial to the Russian economy. These problems exist alongside the risk that the widening gap between Russia and other economies in terms of economic performance and technological development and growth will continue. Russia now stands at the crossroads of either overcoming or exacerbating these current challenges. This choice dictates the current realities of pax economica. Moscow must, in the very near future, make meaningful, if not fundamental, decisions aimed at further opening its economy, improving its institutions, and strengthening its international ties. This task is made more difficult by Russia's weakening competitiveness and by its ambiguous position on the international division of labour. The old model of Russian development has been exhausted and a new one must be chosen. Russia's choice at this juncture will determine the future of its economic development for many years to come.

Today, that political consensus appears to be breaking down, disrupted by polarization and income inequality, widespread dissatisfaction with democratic institutions, and insurgent populism. Tracing the history of democratic capitalism over the past two centuries, Carles Boix explains how we got here—and where we could be headed. Boix looks at three defining stages of capitalism, each originating in a distinct time and place with its unique political challenges, structure of production and employment, and relationship with democracy. He begins in nineteenth-century Manchester, where factory owners employed unskilled laborers at low wages, generating rampant inequality and a restrictive electoral franchise. He then moves to Detroit in the early 1900s, where the invention of the modern assembly line shifted labor demand to skilled blue-collar workers. Boix shows how growing wages, declining inequality, and an expanding middle class enabled democratic capitalism to flourish.
