For thousands of years the Lao Bảo area has long been a knot in regional trade and saw violent see-saw battles during the US War period. After the end of the Cold War in 1990s, there was new a perspective on how to develop the border not only in the context of conflict resolution but also in terms of regional economic development and integration among the bordering countries in Southeast Asia. Several concept of the economic joint development has become popular in the discussions about the border regions in Southeast Asia since the 1990s, such as growth triangle, growth areas, development triangle area of Cambodia-Laos-Vietnam (CLV), and Greater Mekong Subregion Economic Cooperation Program (GMS-ECP). As a result, borders are once again not viewed as barriers to the relations between bordering nation states but instead; borders are zones of contacts, economic development and cooperation. The implementation of Đổi mới policy in 1986 and GMS-ECP in 1992 played an important role to the development of Lao Bảo- Dansavanh cross-border areas. The development of Lao Bảo cross-border areas is a result of several cross-borders joint projects launched by GMS countries since 1990s, such as the Cross-border Trade Agreement, the East West Economic Corridor, and the Lao Bảo Special Economic and Commercial Area. These agreements brought livelihood to thousands of has benefited not only to the traders, porters (kéo hàng), money changers (đổi tiền), entrepreneurs, and speed up movement of goods, people, and services on both sides of the border. This study focus on the local ethnic groups at the border, namely the Vân Kiều, Pa Kô, and Kado, who have participated the border economic activities. The benefits and opportunities have not been evenly distributed. These people engage in a lower economic chain, such as motor cycle taxi driver (Xe ôm), porters (kéo hàng), and small traders selling unprocessed crops at low price. They seem to be excluded from taking larger profit of border development. While border development has boosted the growth of both cross-border trade and economic activities, this benefit is less than equally distributed among local peoples.

Book excerpt: On The Borders of State Power explores the changing nature, meaning and significance of international borders over time in the area referred to today as the Greater Mekong Sub-region, incorporating Burma, Cambodia, Laos, Thailand, Vietnam and China’s Yunnan province. An international line up of contributors examine the changing nature of borders over time, using examples from the 15th to 21st centuries and engage with contemporary literature on globalisation, particularly as it applies to borders and the nature of state power. What the book finds is that there is far greater diversity in terms of the importance of borders across time than is commonly thought. Thus, borders commonly thought to be closed are often more open, open borders are found to be more restricted, while pre-colonial frontiers, which are usually viewed as relatively unimportant compared with the colonial era, are in fact found to have been more closely governed. Looking at the contemporary period, the book shows how economic liberalisation – or so-called cooperation between the Mekong states in the post-Cold War period – has been accompanied not by the retreat of the state but rather by its expansion, including in ways which frequently impose greatest restrictions on the poor and marginalised. Incorporating work by both historians and social scientists this book is a valuable read for those interested in the politics, development and geography of Southeast Asia.

Book excerpt: Trade facilitation projects often assume indirect benefits for small-scale, cross-border traders. Recent studies have shown the challenges faced in Africa by this population, especially women, but it remains unknown in Cambodia and the Lao People's Democratic Republic, despite large trade facilitation investments. This paper fills this gap, thanks to an innovative mix of original qualitative and quantitative data from various checkpoints on the borders with Thailand and Vietnam. The quantitative data, collected in 2014, consist of an exhaustive list of trade-related border crossings during two to three days and a survey of 158 randomly selected small-scale, cross-border traders and brokers. The paper combines qualitative data and statistical techniques to shed light on the structure of the small-scale, cross-border trade economy, traders' and brokers' profiles, the challenges they face, and potential solutions, with a particular emphasis on gender. Key challenges pertain to taxation and poor infrastructures. Narrow roads, insufficient parking space, and restrictive border regulations on transportation means cause traffic jams and delays. These disproportionately affect women, who are more time constrained. Despite a rather moderate tax pressure, widespread informal payments erode traders' and brokers' willingness to comply with taxes. Women suffer from a higher tax rate and a tax schedule that deters them from upgrading to more profitable cross-border trade activities. Along with capital constraints, this finding may explain the lower share of women in small-scale, cross-border trade than among own-account workers and the self-employed, as evidenced by nationally representative data. The paper delineates policy implications and puts forward concrete steps.

Book excerpt: The findings presented here, from a World Bank study led by the Trade and Competitiveness Practice of the World Bank, fill the gap in our knowledge about the patterns of small-scale cross-border trade in Cambodia and Lao PDR and those engaged in it. This knowledge will help inform future investments in trade integration and identify how interventions might be adjusted to ensure that vulnerable border users are able to realize the benefits of trade modernization. Given the lack of data on small-scale cross-border trade and traders, an innovative mix of survey strategies was implemented in Poipet and Bavet, Cambodia (on the borders with Thailand and Vietnam, respectively), and in Vangtao, Lao PDR (bordering Thailand). The three border crossings were chosen based on field observations and qualitative interviews in the vicinity of more than ten different border checkpoints. Selection criteria included trade volume, diversity and representativeness of trade patterns, and the active involvement of Lao and Cambodian citizens. Cambodia and Lao PDR were selected because they are the poorest of the four countries. Qualitative data from field observations, stakeholder interviews, and focus group discussions were combined with quantitative measures (sampling frames listing small-scale cross-border trade transactions and in-depth interviews) to provide a clear and accurate picture of small-scale cross-border trade and its practitioners.

In the past four decades, rice has also become a commercial crop of great importance to Mekong farmers, augmenting but not replacing its role in securing their subsistence. This book is based on collaborative research to (a) compare the current situation and trajectories of rice farmers within and between different regions of the Lower Mekong, (b) explore the value chains linking rice farmers with new technologies and input and output markets within and across national borders, and (c) understand the changing role of government policies in facilitating the on-going evolution of commercial rice farming. An introductory section places the research in geographical and historical context. Four major sections deal in turn with studies of rice farming, value chains, and policies in Northeast Thailand, Central Laos, Southeastern Cambodia, and the Mekong Delta. This concerns both short-distance mobility as well as long-distance migration. Choosing to move - or not - across international borders is a complex decision, involving both cognitive and emotional processes. This book tests the approach that three crucial thresholds need to be crossed before mobility occurs; the individual’s mindset about migrating, the choice of destination and perception of crossing borders to that location and the specific routes and spatial trajectories available to get there. Thus both borders and trajectories can act as thresholds to spatial moves. The threshold approach, with its focus on processes affecting whether, when and where to move, aims to understand the decision-making process in all its dimensions, in the hope that this will lead to a better understanding of the ways migrants conceive, perceive and undertake their transnational journeys. This book examines the three constitutive parts discerned in the cross-border mobility decision-making process: people, borders and trajectories and their interrelationships. Illustrated by a global range of case studies, it demonstrates that the relation between the three is not fixed but flexible and that decision-making contains aspects of belonging, instability, security and volatility affecting their mobility or immobility.

Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Book excerpt: The global financial and economic shock of 2007-09 is the third major economic crisis to have buffeted Cambodia in its post-conflict period, coming in the wake of the food crisis of 2007-08 and just a decade after the Asian financial crisis of 1997-98 (the "triple crises"). Cambodia's post-conflict history can be divided into two periods: 1991-98, referred to as the early phase of transition during which the first of the triple crises, the Asian financial crisis, occurred; and 1998 to the present, the late phase of transition during which the food and economic shocks transpired. A stocktake of the developments in Cambodia's post-conflict history suggests that the country has come a long way in reinstituting the foundations of a capitalist economic and procedural democracy but has yet to make significant headway in economic sophistication and substantive democracy. The triple crises were different, yet had similar characteristics. They were all exogenously-driven shocks with their own specific causes but their effects were shaped by the country's situation at the time. In terms of magnitude of impact, the global financial and economic downturn was the worst of the three crises. That it caused the first ever growth contraction in the post-conflict period was sufficient rationale for the series of studies that substantiate this book. Like the two shocks that preceded it however, the way it impacted on Cambodia cannot be understood in isolation from the overall post-conflict milieu. The thesis here is not that endogenous factors caused the crisis. It is simply that endogenous factors shaped the impact of the crisis and a historical, as opposed to a static, analysis better illuminates the nature of the impact. This book is an in-depth comprehensive examination of the impact of the global financial and economic crisis on Cambodia. It probes into the effects of the shock at macro, sectoral and micro levels using qualitative and quantitative techniques.
