The project involved a substantial number of interviews with key union representatives and academic experts in each country, together with the collection of a large amount of union documentation and background material. The book gives an account of trade unionism in each country, the main recent challenges that unions have faced, and responses in terms of recruitment and mobilisation; organizational restructuring; new approaches to collective bargaining; changing political strategies; and international activities. The analytical starting point is that trade unions are conservative institutions containing significant veto points to organizational change, but at the same time can display dynamism and innovation, and that external challenges can therefore stimulate important internal adaptation. The book engages with the debates of the past two decades on union modernization and revitalization, and more generally with theories of institutional change and with the literature on varieties of capitalism. The central theme is that while trade unions do not easily change identities and core practices, they are not locked into inertia. Trade unions are not unitary actors but are internally contested organizations, and internal conflict is itself a potential source of dynamism. The literature on "revitalization" has tended to divide between the over-optimistic and the over-pessimistic; this study presents a more nuanced and differentiated account. The search for social democracy has not been an easy one over the last three decades. The economic crisis of the 1970s, and the consequent rise of neo-liberalism, confronted social democrats with difficult new circumstances: tax-resistant electorates, the globalisation of capital and Western deindustrialisation. In response, a new bout of ideological revisionism consumed social democratic parties. But did this revisionism simply amount to a neo-liberalisation of the Left or did it propose a recognisably social democratic agenda? Were these ideological adaptations the only feasible ones or were there other forms of modernisation that might have yielded greater strategic dividends for the Left? Why did some social democratic parties feel it necessary to take their revisionism much further than others? In search of social democracy brings together prominent scholars of social democracy to address these questions. Focusing on the social democratic heartland of Western Europe (although Australia and the United States also figure in the analysis), it gives the first detailed assessment of how the new social democratic revisionism has fared in government. The book begins by considering the underlying causes of the end of social democracy’s golden age and the magnitude of the challenges faced by social democratic parties after the 1970s. It then proceeds to examine detailed case studies of how particular social democratic parties responded to this changed political terrain. Finally, it contributes to a broader conversation about the future of social democracy by considering ways in which the political thought of ‘third way’ social democracy might be radicalised for the twenty-first century. The contributors offer a variety of perspectives – some are sceptical of social democracy’s prospects, others more sanguine; some supportive of the performance of social democratic parties in government, others bitingly critical. But they are united by the conviction that the themes addressed in this book are crucial to understanding the current politics of the industrialised world and, in particular, to determining the feasibility of more egalitarian and democratic social outcomes than have been possible so far in the era of neo-liberalism.

It bases its hypothesis on analysis of four countries – Germany, Spain, France and Poland – and two processes: the collective bargaining practices of trade unions in the first decade of the Eurozone and the response of trade unions and social-democratic parties to austerity in Southern Europe. In the first process, although unions did not intentionally compete, there was a drift towards zero-sum outcomes which benefited national workforces in stronger structural positions. In the second process, during which a crisis resulting from the earlier actions of labour occurred, lack of solidarity reinforced effects of competition.

Not only governments, but social movements were also touched by the establishment of the Iindependent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.
