Book excerpt: Two centuries of Greek debt crises highlight the pitfalls of relying on external financing. Since its independence in 1829, the Greek government has defaulted four times on its external creditors -- with striking historical parallels. Each crisis is preceded by a period of heavy borrowing from foreign private creditors. As repayment difficulties arise, foreign governments step in, help to repay the private creditors, and demand budget cuts and adjustment programs as a condition for the official bailout loans. Political interference from abroad mounts and a prolonged episode of debt overhang and financial autarky follows. We conclude that these cycles of external debt and dependence are a perennial theme of Greek history, as well as in other countries that have been "addicted" to foreign savings.

Instead, they found that they had exchanged old forms of political and economic dependence for a new kind of dependency on the international capitalism of multinational corporations. In the much-acclaimed original Spanish edition (Dependencia y Desarrollo en América Latina) and now in the expanded and revised English version, Cardoso and Faletto offer a sophisticated analysis of the economic development of Latin America. The economic dependency of Latin America stems not merely from the domination of the world market over internal national and "enclave" economies, but also from the much more complex interact ion of economic drives, political structures, social movements, and historically conditioned alliances. While heeding the unique histories of individual nations, the authors discern four general stages in Latin America's economic development: the early outward expansion of newly independent nations, the political emergence of the middle sector, the formation of internal markets in response to population growth, and the new dependence on international markets. In a postscript for this edition, Cardoso and Faletto examine the political, social and economic changes of the past ten years in light of their original hypotheses.

Book excerpt: The study analyzes the relationship among domestic debt-inflation-domestic debt cost-external debt-external dependency-crisis in the Ottoman Empire and in the Republic of Turkey. The study discusses that the monetary based explanations have not been satisfactory for the period of 1830-2005 especially for the investigated periods with crises and external dependence. The cost of domestic and external debt and various measures of debt and dependence discussed in the study were used to analyze the relationship between external dependence, domestic and external debt, crises, inflation, cost of domestic and external debt, external dependence and crises in accordance with Autoregressive (AR) and Vector Autoregressive Regression (VAR) models. We analyzed the Ottoman Empire in light of inflationary effects of throne changes, wars and crises. Further, the inflationary effects of domestic and external debt are investigated for Turkey in light of the cost of debt, crises and political factors. As our results, increasing political instability has significant explanatory power on inflation. For the periods of increasing debt, the inflationary effects of debt policies are highlighted. The domestic debt-inflation-domestic debt cost-external debt-external dependency-crisis cycle enhances especially during the Decline Period of Ottoman Empire. The analysis also holds for the periods with high costs of debt in Turkey.

With a radically different approach and methodology, this anthropological study brings new insights to our understanding of the Greek crises by combining historical material from before and after the nineteenth century War of Independence with extensive longitudinal ethnographic research. The ethnography covers two distinct periods - the 1980s and the current crisis years - and compares Mystras and Kefala, two villages in southern Greece, each of which has responded quite differently to economic circumstances. Analysis of this divergence highlights the book's central point that an ideology of aspiration to work in the public sector, pervasive in Greek society since the nineteenth century, has been a major contributor to Greece's problematic economic development.
