This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. The question of externally imposed or market-driven multi-party or dual-party or non-party is a matter of modality and should not occupy the center stage in Africa.

The Greater Horn of Africa (GHA) is engulfed by three interrelated crises: various inter-state wars, civil wars, and inter-communal conflicts; an economic crisis manifested in widespread debilitating poverty, chronic food insecurity and famines; and environmental degradation that is ravaging the region. While it is apparent that the countries of the region are unlikely to be able to deal with the crises individually, there is consensus that their chances of doing so improve markedly with collective regional action. The contributors to this volume address the need for regional integration in the GHA. They identify those factors that can foster integration, such as the proper management of equitable citizenship rights, as well as examining those that impede it, including the region's largely ineffective integration scheme, IGAD, and explore how the former can be strengthened and the latter transformed; explain how regional integration can mitigate the conflicts; and examine how integration can help to energise the region's economy. Kidane Mengisteab is Professor of African Studies and Political Science at Penn State University; Redie Bereketeab is a researcher at the Nordic Africa Institute, Sweden.

Then it was all about raw materials and national pride, now it is about young Africans seeking a better life on the Old Continent, the island of prosperity within their reach. If Africa’s migratory patterns follow the historic precedents set by other less developed parts of the world, in thirty years a quarter of Europe’s population will beAfro-Europeans. Addressingthe question of how Europe cancope with an influx of this magnitude, Smith argues for a path between the two extremes of today’s debate. He advocatesmigratory policies of ‘good neighbourhood’ equidistant from guilt-ridden self-denial and nativist egoism. Financial crisis has led to an economic crisis of recession and unemployment; an ensuing fiscal crisis over government deficits and austerity has led to a political crisis which threatens to become a democratic crisis. Borne unevenly, the effects of the crisis are exacerbating class and gender inequalities. Rival interpretations – a focus on ‘austerity’ and reduction in welfare spending versus a focus on ‘financial crisis’ and democratic regulation of finance – are used to justify radically diverse policies for the distribution of resources and strategies for economic growth, and contested gender relations lie at the heart of these debates. The future consequences of the crisis depend upon whether there is a deepening of democratic institutions, including in the European Union. Sylvia Walby offers an alternative framework within which to theorize crisis, drawing on complexity science and situating this within the wider field of study of risk, disaster and catastrophe. In doing so, she offers a critique and revision of the social science needed to understand the crisis.
