National Audit Office NAO Department for Communities and Local Government Council Tax Support HC 882
Download or read book National Audit Office NAO Department for Communities and Local Government Council Tax Support HC 882 written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2013-12-13 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for Communities and Local Government worked together effectively with local authorities to ensure Council Tax support was introduced on schedule. Not all local authorities' support schemes, however, will achieve the expected objectives outlined by the Department before the policy was implemented. The Department reduced the funding for Council Tax support by 10 per cent, equating to a saving for central government of £414 million in 2013-14. Its 'localization' of Council Tax support required local authorities to design their own local support schemes. Most local authorities have reduced support for claimants to meet some of their funding reduction. Seventy-one per cent of local authorities have introduced schemes that require working age claimants to pay at least some council tax regardless of income. Most local authorities also used new powers to charge more Council Tax on some properties, such as second and short-term empty homes, to help offset the funding reduction for Council Tax support. The National Audit Office found that all of a sample of 207 local authorities had taken advantage of these additional powers, raising an estimated additional income of £178 million. The Department expects local authorities to implement schemes which protect vulnerable people and improve work incentives. The task for local authorities to meet these different objectives whilst managing their funding reduction is complex, and may require trade-offs. The Department takes the view that scheme designs are local decisions and it does not plan to intervene in local authorities' scheme choices

Download or read book The Socialist Way written by Roy Hattersley and published by Bloomsbury Publishing. This book was released on 2013-06-30 with total page 259 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2010, the Labour Party of Great Britain suffered its worst General Election defeat since the 1930s (with one exception), bringing to an end thirteen years of New Labour government. Since then, the debate over both the legacy of New Labour and the future direction of the party has been widespread, yet so far there has been little consideration from a social democratic perspective. The chapters in this book cover a wide range of issues and provide new perspectives in the areas of economic, social and foreign policy with a central focus on the defence of the state. The chapters on the economy put forward a strategy for economic growth through industrial democracy and collective ownership, whilst in terms of social policy a more radical agenda than New Labour's is advocated, underpinned by stronger notions of social justice, equality and welfare rights. In the context of growing nationalist sentiments and calls for Scottish independence, this book sets out the importance of central state activity, the promotion of a public service ethos and civil liberties and a social democratic approach to the increasingly important issue of national identity. Finally, it sets out an alternative agenda on foreign and defence policy including the promotion of international development and human rights and a reformed Europe. Containing high-profile contributions from journalists, academics, policy-makers and think tanks, The Socialist Way provides new directions for electoral success and argues that there is not a trade-off between power and principle.
Download or read book Localisation issues in welfare reform written by Great Britain: Parliament: House of Commons: Communities and Local Government Committee and published by The Stationery Office. This book was released on 2011-10-13 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the implications of the Government's welfare reform plans for the localism agenda. Under these plans, Council Tax Benefit and elements of the discretionary Social Fund will be abolished and replaced by localised schemes run by councils. Restrictions placed on local authorities in designing their own schemes for council tax support will produce only the illusion of local discretion. Combined with a planned 10 per cent cut in spending on support for council tax, the MPs argue these restrictions are likely to squeeze the funds available to support working-age unemployed people. The Committee also expresses concerns about the timetable for change, with local authorities having little time to design their council tax support schemes before they are due to be introduced in 2013. The Committee welcomes plans to localise the discretionary Social Fund, but warns ministers they need to fund the new schemes adequately. Collecting information about how these funds are used would allow residents to hold local authorities to account for how effective their local schemes are. Housing Benefit, which is currently administered by local authorities, is to be incorporated into the centralised Universal Credit system under the Government's plans, an incongruous move for an administration committed to decentralisation. Finally, the Committee urges the Government to think carefully about the proposed system of paying housing costs support directly to tenants under Universal Credit, as this could seriously hamper the ability of social landlords to borrow to invest in their current or new properties.
