He discusses the raw material, industrial and commercial history, British trade and foreign tariffs, exploring the historical influence of tariffs on the cotton trade and including two articles reprinted from the Manchester Guardian. The newspaper was strongly affiliated with the Liberal Party who would win a landslide victory the following year based in part on their opposition to Tariff Reform.

While the loth 5-year-plan calls for a crop of 9 million metric tons of seed cotton (13 million bales of lint) by 1980, the 1971-75 plan was exceeded by an annual average of 13 percent. If the plan for 1980 is exceeded by this amount, the 1980 crop Would be 10 million metric tons of seed cotton, or about million bales of lint, compared to million tons of seed cotton, or million bales of lint in This would represent a 5-percent annual average rate of increase in production from 1976 through 1980. A fundamental aim must be distinguished from the proximate ends which are adopted in consequence of its existence.
