But given that the dynasty that was overthrown�the Qing�was that of a minority ethnic group that had ruled China�s Han majority for nearly three centuries, and that the revolutionaries were overwhelmingly Han, to what extent was the revolution not only anti-monarchical, but also anti-Manchu? Edward Rhoads explores this provocative and complicated question in Manchus and Han, analyzing the evolution of the Manchus from a hereditary military caste (the �banner people�) to a distinct ethnic group and then detailing the interplay and dialogue between the Manchu court and Han reformers that culminated in the dramatic changes of the early 20th century. Until now, many scholars have assumed that the Manchus had been assimilated into Han culture long before the 1911 Revolution and were no longer separate and distinguishable. But Rhoads demonstrates that in many ways Manchus remained an alien, privileged, and distinct group. Book excerpt: The Chinese Maritime Customs Service, which was led by British staff, is often seen as one of the key agents of Western imperialism in China, the customs revenue being one of the major sources of Chinese government income but a source much of which was pledged to Western banks as the collateral for, and interests payments on, massive loans. This book, however, based on extensive original research, considers the lower level staff of the Chinese Maritime Customs Service, and shows how the Chinese government, struggling to master Western expertise in many areas, pursued a deliberate policy of encouraging lower level staff to learn from their Western superiors with a view to eventually supplanting them, a policy which was successfully carried out. The book thereby demonstrates that Chinese engagement with Western imperialists was in fact an essential part of Chinese national state-building, and that what looked like a key branch of Chinese government delegated to foreigners was in fact very much under Chinese government control.

Sir James Stewart Lockhart (1858–1937) was a Scot who served for more than 40 years as a colonial official in Hong Kong and Weihaiwei — Britain’s leased territory in northern China. In Hong Kong (1879– 1902) he rose to the highest levels and brought a refreshingly different approach to colonial rule. He immersed himself in Chinese culture, made friends with local leaders, strengthened Chinese institutions, and fought against racism. When the colony was extended in 1898 he was given the important task of delineating the boundaries of the New Territories and organising its administration. As Britain's first Civil Commissioner (1902–21) in remote Weihaiwei, he brought a unique approach to administration — a combination of Scottish laird and Confucian mandarin — and maintained peace and order during troubled times. A fine Chinese scholar, he amassed a large collection of Chinese coins, art and artefacts. Shiona Airlie's lively account of Stewart Lockhart's life and times makes use of his private papers and extensive archival research. This classic study provides valuable insight into the character, career and friends of an imperial official of rare talent and achievement.

In the The Navy List for April 1864 the China Station was first shown as a separate Royal Navy Station . It remained as such until the outbreak of the Pacific War in December 1941 which was to signal the end of that era. In addition to a precis of the lives and naval careers of each of the Commanders in Chief of the China Station, this volume also gives relevant information outlining something of the concurrent internal affairs of China and Japan. Both are very different but sad tales, the former in decline towards the end of the Manchu Ch’ing dynasty and then into the chaotic 1920’s and 1930’s, and the latter increasingly adopting a militaristic attitude which was to result in their disaster of the Pacific War of 1941-1945. As a reminder of these days long gone are interwoven brief references to the British Consular Service. This is especially relevant for China, and for a shorter period for Japan during that era of extraterritoriality. Mention is also made of the British Colonial Service with whom, necessarily, the Navy worked very closely. In addition, being one important reason for it all, frequent references are made to a few British shipping and trading interests together with those of some other nations. All of these areas are linked together to give a definitive history of this very important Royal Navy Station.
