More people in the established democracies are participating in civil society activity, contacting government officials, protesting, and using online activism and other creative forms of participation. At the same time, the importance of social status as an influence on political activity is increasing. The democratic principle of the equality of voice is eroding. The politically rich are getting richer-and the politically needy have less voice. This book assembles an unprecedented set of international public opinion surveys to identify the individual, institutional, and political factors that produce these trends. New forms of activity place greater demands on participants, raising the importance of social status skills and resources. Civil society activity further widens the participation gap. New norms of citizenship shift how people participate. And generational change and new online forms of activism accentuate this process. Effective and representative government requires a participatory citizenry and equal voice, and participation trends are undermining these outcomes. The Participation Gap both documents the growing participation gap in contemporary democracies and suggests ways that we can better achieve their theoretical ideal of a participatory citizenry and equal voice.

Tracking these questions across both philosophical and pragmatic terrain, she addresses urgent moral and political questions, offering a rare, double-pronged look at educational justice in a democratic society. Newman argues that an adequate K–12 education is the right of all citizens, as a matter of equality, and emphasizes that this right must be shielded from the sway of partisan and majoritarian policy making far more than it currently is. In this comprehensive and systematic analysis of the major trends in American society during the past fifty years, he probes the weakening of popular party affiliations and the increased inability of elected representatives to rule. Centering his work on the crucial concept of social control, Janowitz orders and assesses a vast amount of empirical research to clarify the failure of basic social institutions to resolve our chronic conflicts. For Janowitz, social control denotes a society's capacity to regulate itself within a moral framework that transcends simple self-interest. He poses urgent questions: Why has social control been so drastically weakened in our advanced industrial society? And what strategies can we use to strengthen it again? The expanation rests in part on the changes in social structure which make it more and more complicated for citizens to calculate their political self-interest. At the same time, complex economic and defense problems also strain an already overburdened legislative system, making effective, responsive political rule increasingly difficult. Janowitz concludes by assessing the response of the social sciences to the pressing problem of social control and asserts that new forms of citizen participation in the government must be found.

Primary school enrollment has nearly tripled in Mali since 1991, when the country made its first transition to multiparty democracy. Jaimie Bleck explores the effect of this expanded access to education by analyzing the relationship between parents’ and students’ respective experiences with schooling and their current participation in politics. In a nation characterized both by the declining quality of public education and by a growing number of accredited private providers, does education contribute substantially to the political knowledge and participation of its citizens? Are all educational institutions (public and private, Islamic and secular) equally capable of shaping democratic citizens? Education and Empowered Citizenship in Mali is informed by Bleck’s original survey of one thousand citizens, which she conducted in Mali before the 2012 coup d’état, along with exit polls and interviews with parents, students, and educators. Her results demonstrate conclusively that education of any type plays an important role in empowering citizens as democratic agents. Simply put, students know more about politics than peers who have not attended school. Education also appears to bolster participation of parents. Bleck finds that parents who send their children to public school are more likely to engage in electoral politics than other Malian citizens. Furthermore, Bleck demonstrates that increasing levels of education are associated with increases in more engaged forms of political participation, including campaigning, willingness to run for office, and contacting government officials.
