The writer has been constantly occupied with the teaching of history since 1862; and the first two chapters of this book were the introduction to a course of lectures given in that year to a London audience. They were printed at the time, but the issue has been long exhausted. The third chapter (which is in effect a Choice of Books of History) and also the fifth chapter (a synthetic survey of the Thirteenth Century) were inaugural lectures given in the New Schools at Oxford to the summer vacation students. The other chapters are based on lectures given by the writer at various times at Newton Hall, Toynbee Hall, the London Institution, and other literary and scientific institutions. Book excerpt: Excerpt from The Meaning of History: Two Lectures Tim following pages contain two lectures recently addressed to a mixed audience in London, as an introduction to a course of teaching in History, which was subsequently com menced by the writer. They are printed (nearly as they were spoken) at the request and chiefly for the use of those who heard them. It will be seen that they belong to the most elementary kind of popular instruction, and they will have little interest for the general reader, much less for the regular student of history. I was led to attempt the course of lectures, and afterwards to print these pages, by my conviction that the first want of our time is the spread amongst the intelligent body of our people of solid materials to form political and social opinion. To stimulate an interest in history seems to me the only means of giving a fresh meaning to popular education, and a higher intelligence to popular Opinion. I am aware that nearly every sentence in this outline, were it not too slight, might give room for serious question, and possibly for severe criticism. But if opposite opinions are not noticed, they have still been carefully weighed. If I have spoken of many still debated topics almost as though they were decided, it is only because in such a plan as this any sort of controversy is out of place, not that I forget or slight all that has been urged on the other side. But discussion, like research, must have an endsomewhere, and the great need now is not to increase but to use our stores of historical learning. After all, the only real answer to any theory of history, professing to be complete and not manifestly inconsistent, is the pro duction of a counter theory at once more complete and consistent. The view of history here put forward it will be seen is in no sense my own. It is drawn with some care from the various writings of Auguste Comte. Al though far from being able to adopt all his philosophical and religious conclusions, I am persuaded that the concep tion of the past, which is embodied in his works, and the political and social principles of which that conception forms the basis, point out the sole path towards all future improvement. The essays were intended mostly for lectures or seminars, and are consequently in an informal style that will be accessible to new readers as well as to those already well acquainted with Oakeshott's works. Early pieces include a long essay ‘On the Relations of Philosophy, Poetry, and Reality', and Oakeshott’s comments on ‘The Cambridge School of Political Science’ through which he himself had passed as an undergraduate. The collection also reproduces a substantial wartime essay ‘On Peace with Germany’. There are two new essays on the philosophy of education, and the essay which gives the work its title, ‘What is History?’, is just one of over half a dozen discussions of the nature of historical knowledge. That definition would include all physical events and occurrences. It would also seem that the definition of history would be synonymous with a definition of the past—the sum total of all things that have ever happened. But Williams points out that the past is not history. Things may have happened in the past that were not observed or recorded. History is, therefore, only a subset of the past. As a discipline, history is a study of the past, but it will only reveal a portion of the past, and should be done so as objectively as possible. There have been many different approaches to the study of history. Idealism is the belief that history can be described in terms of ideas--what people thought and the intent behind their actions. The idealists of the mid- to late-1800s cared not only about events, but on what those events meant. Attaching meaning is not easy, and entails problems associated with interpretation if those interpretations are biased or incomplete. The problem with this viewpoint is that we can’t always know what was intended. Idealism can be limiting in accurately portraying events as they really happened. Historicism is another approach by which to describe history. Its premise is that “the autonomy of the past must be respected”. Each age has its own values, and events should be described within the context of those values. One of the problems with historicism is that its approach is tantamount to legitimization of events by respecting the values of the time. That approach inhibits our ability to fully learn from mistakes of the past. Williams stated that some of [it] has nurtured totalitarianism. When meaning takes on a life of its own and affects viewpoints that lead to ideologies that lead to atrocious actions, then you have what humanity experienced with Nazi Germany.

Even those who deny the possibility of an objective reconstruction of the past would themselves likie to be recorded by historians, "objectively" or not. Dislike of history and fear of its verdict are not incompatible with reverence and awe for its practitioners, the historians. So man's attitude to history is ambiguous. The controversy about history continues. Widely differing issues are at stake. Historians themselves, however, are the least engaged in the struggle. Rarely does a historian decide to open the door of his study and join in the melee about the meaning of history. More often he slams it shut and returns to his studies, oblivious of the fact that with the passage of thne the gap between his scientific work and its audience might widen. The historian does not shun the battle, he merely chooses his own battleground.

Widespread among humanists is a vagueness of con cepts which many times makes it difficult or impossible to translate our way of thinking into the terms of natural science or vice versa. It sounds, sometimes, as if humanistic studies were a world of its own, rather than a part of the natural world we all1ive in. How long can we go on believing that there are different kinds of knowledge ~ To this conflict of theory, another is added: a feeling of urgency about cultural problems that are too often left to the future to solve. History is not, as some natural scientists tend to believe, a matter of no practical consequence. It is a virulent factor in political and social conflicts and a basic substance in the structure of our personalities. The present dynamic epoch raises with particular stress the problem of understanding the conditioning influence which the past exercises upon the present in each particular community. Such a substance is neither a toy for pastime hobbies nor an innocent weapon in the hands of dictators. Which is, then, the responsibility of the historian, both for what he does and for what he abstains from doing ~ The necessity to stay independent in order to approach objectivity makes for no easy answer.
