Book excerpt: This study attempts to determine if the Clausewitzian concept of the culminating point is useful in planning offensive operations at the operational level of war. The study postulates that the Army's AirLand battle doctrine includes theoretical concepts, such as culminating point, which are not clearly understood by many professional officers. Also, if the culminating point of the attack is an important concept, then it deserves a complete explanation which must be incorporated into the Army's doctrinal manuals. The study analyzes two major historical campaigns, the German counteroffensive against the Russians in the Kharkov campaign of January-March 19843 and Operation CRUSADER conducted by the British in North Africa, November 1941, to demonstrate the usefulness of the concept under investigation. The conclusion of this study is that the culminating point of the attack is an important concept which must be clearly understood by operational commanders. The historical analysis demonstrates how this understanding can lead to overwhelming success while a lack of understanding may prohibit decisive gains. Also, the importance of this concept requires that it be covered in greater detail and thoroughly explained within the Army's operational doctrine. (Author).

It is of the utmost importance that one's own, and the enemy's culminating point be identified with the highest possible degree of accuracy during the planning phase of a major operation or campaign. Failing to do so could result in a premature halt of the attack, thus benefiting the defender, or lead to the overextension of one's own force, leaving it vulnerable to an enemy counterattack. This study begins with a theoretical discussion of the culminating point, for both the attack and defense. Key definitions and related concepts provided in Carl von Clausewitz's On War, Joint Publication 3-0, Doctrine for Joint Operations, and U.S. Army Field Manual 100-5, Operations, are discussed in detail. These sources provide many of the factors that can cause a force to reach culmination, and serve as a basis for understanding the difficulties involved in trying to determine the time and place of culmination. The historical example of the Battle of Chancellorsville is used to illustrate the importance of the culminating point concept. Book excerpt: During the winter of 1776-1777, Lieutenant General John Burgoyne, who at the time was second in command of Britain’s Northern Army (based in Canada), proposed his “Thoughts for Conducting the War from the Side of Canada” to King George III. Unhappy with the lack of success during the Northern Campaign of 1776, King George approved Burgoyne’s campaign plan and chose Burgoyne to lead the Northern Army. Burgoyne’s plan was a simple two-pronged attack from Quebec to seize Albany and secure the Lake Champlain-Lake George-Hudson River Waterway. After seizing Albany, Burgoyne expected to linkup with a third force attacking north from New York City. While strategic policies and decisions negatively affected Burgoyne’s campaign and the third force from New York City never really materialized, Burgoyne’s campaign concept was both feasible and achievable. Of the two forces attacking south from Canada, Burgoyne commanded the main attack force of 9,000-plus soldiers and Brigadier General Barry St Leger commanded a 2,000 man diversionary force. In his “Thoughts for Conducting the War from the Side of Canada,” Burgoyne intended to seize Fort Ticonderoga and develop a theater logistics base before advancing, via Lake Champlain-Lake George-Hudson River waterway, on Albany. Simultaneous with Burgoyne’s advance on Albany from the north, St Leger was advancing on Albany from the west, using the St Lawrence River-Lake Erie-Mohawk River waterway as a his axis of advance. Ultimately, Burgoyne believed that both attacks would make the Americans to split their forces in order to defend Albany. While the British tackled supply problems, the Americans seized the initiative by harassing and delaying the British and destroying the only usable roads. By September, the Americans were dictating the terms of each engagement and controlling the tempo of the campaign.

Carl von Clausewitz's thought played a part in the process of military reform and the transition in US policy that took place after the Vietnam War. By the time of the 1991 Gulf War, American policy makers demonstrated that they understood the Clausewitzian notion of utilizing military force to fulfil a clear political objective. The US armed forces bridged the operational and strategic levels during that conflict in accordance with Clausewitz’s conviction that war plans should be tailored to fulfil a political objective. With the end of the Cold War, and an increasing predilection for technological solutions, American policy makers and the military moved away from Clausewitz. It was only the events of 11 September 2001 that reminded Americans of his intrinsic value. However, while many aspects of the ‘War on Terror’ and the conflict in Iraq can be accommodated within the Clausewitzian paradigm, the lack of a clear policy for countering insurgency in Iraq suggests that the US may have returned full circle to the flawed strategic approach evident in Vietnam. Clausewitz and America will be of great interest to students of strategy, military history, international security and US politics.

This book challenges this assumption by showing that Clausewitz was an ardent analyst of small war and integrated many aspects of his early writings on partisan warfare and people's war into his magnum opus, On War. It reconstructs Clausewitz's intellectual development by placing it in the context of his engagement with the political and philosophical currents of his own times - German Idealism, Romanticism, and Humanism. The central question that Clausewitz and his contemporaries faced was how to defend Prussia and Europe against Napoleon's expansionist strategy. On the one hand, the nationalization of war that had occurred as a result of the French Revolution could only be countered by drawing the people into the defence of their own countries. On the other, this risked a descent into anarchy and unchecked terror, as the years 1793 and 1794 in France had shown. Throughout his life Clausewitz remained optimistic that the institution of the Prussian Landwehr could achieve both an effective defence of Prussia and a social and political integration of its citizens. Far from leaving behind his early advocacy of people's war, Clausewitz integrated it systematically into his mature theory of war. People's war was war in its existential form; it risked escalating into 'absolute war'. However, if the threat of defensive people's war had become a standard option of last resort in early-nineteenth century Europe, it could also function as a safeguard of the balance of power.
