Book The compliance and enforcement programme

Download or read book The compliance and enforcement programme written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2012-03 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Compliance and Enforcement Programme , a major HMRC programme to improve the way it tackles evasion, delivered £4.32 billion of additional tax yield between 2006 and 2011. It also forecasts that it will generate an additional £8.87 billion of yield between 2011-12 and 2014-15. It also reduced staff numbers and introduced a range of improvements in its compliance work. The Department has introduced new capabilities, notably the use of IT to identify incidences of evasion more effectively, although it is not yet exploiting the full potential of the new systems. It also had to defer and reduce the scope of projects to keep within annual budgetary limits, leading to reductions in benefits. The Compliance and Enforcement Programme cost £387 million to 2011-12 and was made up of over 40 projects. It aimed to increase compliance yield - the measure of additional tax arising from compliance work - by £4.56 billion between 2006-2011. However, HMRC will not achieve all of the Programme's forecast benefits because of changes to scope or slippage in delivering projects, as well as over-optimism in its forecasts. HMRC did not routinely measure the impact of the Programme on customer experience and it could achieve better value for money from its investment in compliance work by improved understanding of the impact of individual projects and ensuring that its staff have the capacity to exploit new systems to the full

Compliance and Enforcement of Enviromental Law, one of the constituent volumes in the Elgar Encyclopedia of Environmental Law, brings together leading experts to provide a detailed overview of compliance and enforcement tools. The entries are structured around key topics, including: common law causes of action, writing enforceable rules, monitoring and reporting requirements, administrative enforcement, civil judicial enforcement, assessment of civil penalties, and criminal liability. Available in PDF, EPUB and Kindle. Book excerpt: This volume contains the papers and discussions from a Symposium on :'Hu man Behavior and Traffic Safety" held at the General Motors Research Labora tories on September 23-25, 1984. This Symposium was the twenty-ninth in an annual series sponsored by the Research Laboratories. Initiated in 1957, these symposia have as their objective the promotion of the interchange of knowledge among specialists from many allied disciplines in rapidly developing or chang ing areas of science or technology. Attendees characteristically represent the aca demic, government, and industrial institutions that are noted for their ongoing activities in the particular area of interest. of this Symposium was to focus on the role of human behavior The objective in traffic safety. In this regard, a clear distinction is drawn between, on the one hand, "human behavior," and on the other "human performance." Human per formance at the driving task, or what the driver can do, has been the subject of much research reported in the technical literature. Although clearly of some rel evance, questions of performance do not appear to be central to most traffic crashes. Of much more central importance is human behavior, or what the driver in fact does. This is much more difficult to determine, and is the subject of the Symposium.
