Book excerpt: According to William Gillette, recent reinterpretation of Reconstruction by revisionist historians has often tended to overemphasize idealistic motivations at the expense of assessing concrete achievements of the era. Thus, he maintains, the failure of both the purpose and the promise of Reconstruction has not been deeply enough analyzed. Retreat from Reconstruction is the first and most comprehensive analysis yet published on the course of the development, decline, and disintegration of Reconstruction during the decade of the 1870s. Gillette sets forth the idea that these years provided the true test of the effectiveness of Reconstruction. By using the primary sources to back up and amplify his premise, he offers a detailed, thoroughly convincing study of Reconstruction and a significant interpretation of why the political programs of the Republicans ended in failure. Focusing on Reconstruction as national policy and how it was made and administered, Gillette’s study interweaves local developments in the South with political developments in the North that resulted in the withdrawal of support of that policy. Book excerpt: Besides massive race prejudice and the perceived vindictiveness of the radical Republicans, another factor that contributed strongly to the derailment of reconstruction after the Civil War was the conflicting decisions taken by the political leaders. Lincoln warned against differences between the friends of freedom, and to overcome these, took charge of the reconstruction of Louisiana and showed how it should be done by pitting benefits of enlightened free government against the prejudices of the populace. Unfortunately, his example was lost on his successor, Andrew Johnson, whose encouragement of Southern resistance to the North’s terms aggravated factionalism within the Republican party. The moderates dominated in the drafting of the Fourteenth Amendment, where they incorporated the statesmanlike principle of a benefit, self-government in exchange for Southerners protecting the rights of all their citizens, black and white. However, this statesmanlike bargain was practically abandoned in Congress’s response to the Southern states’ rejection of the Fourteenth Amendment, the Congressional Reconstructions Act. The fears of the moderates that the new state governments would not protect rights led them to propose universal suffrage, while the fears of the radicals that disloyal men would rule led them to provide for the disfranchisement of many ex-rebels and to hold any governments established, provisional only, subject to congressional change at will. As result the incentive for native white Southerners to participate in the new state governments in exchange for rights protection was drastically weakened. The consequences of this legislative "straight jacket" made it extremely difficult for Republicans in the defeated states to establish permanent political footholds. Some tried to hold onto power without attempting to cultivate native white support and lost their states for the Republicans. Three other leaders’ efforts to strike a balance between radicals and Democrats fell flat. Imprudent decisions of the Grant Administration shattered the attempts of three more states to establish a common ground with moderate Democrats. On the positive side, there was a leader in Virginia who figured out the kind of political arrangement necessary for Republicans to survive, and in Florida, a moderate Republican Governor, Ossian Bingley Hart, exercised real statesmanship to lead the most successful of all reconstruction governments. Statesmanship in reconstruction could have spared the South some severe hardships. Despite the vast change in public opinion on race relations over the last nearly 150 years, there are still lessons drawn from this study that can be applied to present day Civil Rights Policy.

The box contained most of the county's black Republican votes, thereby assuring defeat for candidate John Clayton in a close race for the U.S. Congress. Days after he announced he would contest the election, a volley of buckshot ripped through Clayton's hotel window, killing him instantly. Thus began a yet-to-be-solved, century-old mystery. Using vivid courtroom-type detail, Barnes describes how violence was used to define and control the political system in the post-Reconstruction South and how this system in turn produced Jim Crow. Although white Unionists and freed blacks had joined under the banner of the Republican Party and gained the upper hand during Reconstruction, during these last decades of the nineteenth century conservative elites, first organized as the Ku Klux Klan and then as the revived Democratic Party, regained power--via such tactics as murdering political opponents, lynching blacks, and defrauding elections. This important recounting of the struggle over political power will engage those interested in Southern and American history.

In this volume, Alderfer explains the relevance of the paradigm concept for the present work, shows the importance of intergroup relations in the formative organization studies, reviews extant modes of organizational diagnosis, and demonstrates the limitations of interpersonal and intra-group theories. He then presents the five laws of embedded intergroup relations as a response to the problems associated with the earlier work. After comparing and contrasting alterative group level theories and explaining the several meanings of empirical support, the author describes the empirical basis of the five laws. Based on examining alternative codes of professional conduct and applying the five laws, he provides his prescriptions for the ethical basis of sound diagnostic practice. With the theory and ethical position in place, he then explains procedures for conducting each phase of organizational diagnosis: entry, data collection, data analysis, and feedback. He follows that by reporting the empirical bases for the methods used in the four phases. The volume concludes by describing the courses and educational processes essential for educating people to conduct organizational diagnoses.
