Starting with the passage of the Kansas-Nebraska Act in 1854, Jay Monaghan traces the development of the conflict between the pro-slavery elements from Missouri and the New England abolitionists who migrated to Kansas. "Bleeding Kansas" provided a preview of the greater national struggle to come. The author allows a new look at Quantrill's sacking of Lawrence, organized bushwhackery, and border battles that cost thousands of lives. Not the least valuable are chapters on the American Indians’ part in the conflict. The record becomes devastatingly clear: the fighting in the West was the cruelest and most useless of the whole affair, and if men of vision had been in Washington in the 1850s it might have been avoided.

The opening of the Mississippi River through the disturbed section, and the occupation of Little Rock and Fort Smith by the Federal forces, with the control of the Arkansas River from the head of navigation to its mouth, imposed upon the Commander-in-Chief of the Army the duty of deciding upon definite plans of further operations for an aggressive campaign early in the spring. In the early part of January, after obtaining the views of general officers who were familiar with military operations in the West, he determined to order the concentration of a large force on Red River for the defence of Northern and Western Louisiana, and for the purpose of operating against Texas, using the Red River as a base, with the cooperation of the navy. The troops selected for this movement were from the Department of the Gulf, under General Banks; a detachment of the Sixteenth and Seventeenth Army Corps, under General A. J. Smith, from Vicksburg, and from the Department of Arkansas, under General F. Steele. In the plan of the campaign the troops of General Banks and General Smith, with the cooperation of the Mississippi Squadron, under Admiral Porter, were to concentrate at Alexandria, Louisiana, on Red River, by the middle of March, when General Banks would assume command of the land forces of the expedition. The next objective point of the campaign was Shreveport, on Red River, where the combined forces, including the troops under General Steele, from Little Rock, were to concentrate by the 1st of May. On the 1oth of March, the force of 9,200 men, under General Smith, left Vicksburg in a fleet of transports, and arrived at Alexandria on the 16th and 19th, being convoyed by Admiral Porter's fleet from the mouth of Red River. In May 1861, then-General in Chief of the U.S. Army Winfield Scott had drafted the so-called Anaconda Plan. Scott had proposed that the Federal armed forces squeeze the life out of the Confederacy by blockading the Southern coastline and launching an amphibious thrust down the Mississippi. He had argued that his plan would end the war with minimal bloodshed, conveniently ignoring the fact that it would take years for the North to build a sufficient navy. President Abraham Lincoln thought the Anaconda Plan had merit, but he knew that the Army would have to play a far more active role than Scott had envisioned—especially in Kentucky and Missouri—where Unionist and secessionist forces were already maneuvering for power. Lincoln was determined not only to keep the two crucial border states in the Union, but to rescue eastern Tennessee. One senator, Andrew Johnson, and one congressman, Horace Maynard, from that region remained in Washington to represent their Unionist supporters. On 4 August, Maj. Gen. George B. McClellan, the Army of the Potomac’s new commander, presented his own strategic plan for the West that accorded with Lincoln’s wishes yet proved more elaborate. He recommended a grand campaign involving two western armies—one based in Kentucky and the other in Missouri. The first army would divide into two columns in order to capture eastern Tennessee and Nashville. They would reunite at Chattanooga and proceed to Atlanta and then Montgomery, Alabama. After gaining control of Missouri, the second army would launch an amphibious expedition down the Mississippi River and seize New Orleans. All that remained was for the president to find generals willing and able to put these ambitious plans into action.
