This small body of water—often compared to the English Channel—separates the PRC and Taiwan, and has been the location for periodic military tensions, some threatening to end in war. Today, relations between the ROC and PRC depend on quelling tensions over the Taiwan Strait. In 2008, as the People's Republic of China pointed over a thousand missiles across the Taiwan Strait, it sent millions of tourists in the same direction with the encouragement of Taiwan's politicians and businesspeople. Contrary to the PRC's efforts to use tourism to incorporate Taiwan into an imaginary "One China," tourism aggravated tensions between the two polities, polarized Taiwanese society, and pushed Taiwanese popular sentiment farther toward support for national self-determination. Consequently, Taiwan was performed as a part of China for Chinese group tourists versus experienced as a place of everyday life. Taiwan's national identity grew increasingly plural, such that not just one or two, but many Taiwans coexisted, even as it faced an existential military threat. Ian Rowen's treatment of tourism as a political technology provides a new theoretical lens for social scientists to examine the impacts of tourism in the region and worldwide.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

This policy, however, is not new: in the late nineteenth century, the United States put forward the Open Door Policy as a counter to European exclusive 'spheres of influence' in China. This book, based on extensive original archival research, examines and re-evaluates China's Open Door Policy. It considers the policy from its inception in 1899 right through to the post-1978 reforms. It relates these changes to the various shifts in China’s international relations, discusses how decades of foreign invasion, civil war and revolution followed the destruction of the policy in the 1920s, and considers how the policy, when applied in Taiwan after 1949, and by Deng Xiaoping in mainland China after 1978, was instrumental in bringing about, respectively, Taiwan's 'economic miracle' and mainland China’s recent economic boom. The book argues that, although the policy was characterised as United States 'economic imperialism' during the Cold War, in reality it helped China retain its sovereignty and territorial integrity.

China’s relation to Taiwan has been in constant contention since the founding of the People’s Republic of China in October 1949 and the creation of the defeated Kuomintang (KMT) exile regime on the island two months later. The island’s autonomous sovereignty has continually been challenged, initially because of the KMT’s insistence that it continue to represent not just Taiwan but all of China—and later because Taiwan refused to cede sovereignty to the then-dominant power that had arisen on the other side of the Taiwan Strait. One thing that makes Taiwan so politically difficult and yet so intellectually fascinating is that it ­­is not merely a security problem, but a ganglion of interrelated puzzles. The optimistic hope of the Ma Ying-jeou administration for a new era of peace and cooperation foundered on a landslide victory by the Democratic Progressive Party, which has made clear its intent to distance Taiwan from China’s political embrace. The Taiwanese are now waiting with bated breath as the relationship tautens. Why did détente fail, and what chance does Taiwan have without it? Contributors to this volume focus on three aspects of the evolving quandary: nationalistic identity, social economy, and political strategy.
