Book excerpt: Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. Improving Food Safety Through a One Health Approach: Workshop Summary covers the events of the workshop and explains the recommendations for future related workshops.

Current environmental and agro-ecological research focuses on understanding the cause-consequence relationships between specific agricultural practices and land use and the responses at different levels of ecosystems. For many years, its status as the only common European Community (EC) policy governed by EC institutions put it at the heart of European integration. Today the CAP is not the only common European Union (EU) policy. Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? And what are the consequences of agricultural policy reforms: for European farmers, consumers and taxpayers; for European ‘public goods’ such as environmental sustainability and preservation of rural communities and landscapes; and for third parties outside the EU, including the WTO? Book excerpt: Using a political-economic approach supplemented with insights from human ecology, this volume analyzes the long-term dynamics of food security and economic growth. The book begins by discussing the nature of preindustrial food crises and the changes that have occurred since the 19th century with the ascent of technical science and the fossil fuel revolution. It explains how these changes improved living standards but that the realization of this improvement was usually dependent on government support for smallholder modernization. The author sets out how the evolution of food security in different regions has been influenced by farm policy choices and how these choices were shaped by local societal characteristics, international relations and changing configurations in metropolitan countries. Separate chapters are devoted to the interaction of this evolution with debates on food security and economic growth and with international economic policies. The final chapters highlight the new challenges for global food security that will arise as traditional sources of biomass production and the more easily extractable reserves of fossil biomass become depleted or can no longer be used. Overall, the book emphasizes the inadequacy of current explanations with regard to these challenges. It explores what is needed to ensure a sustainable future and calls for a rethinking of these issues; a necessary reflection in today's unstable global political situation.

Book excerpt: During the summer of 1987, a series of discussions I was held at the International Institute for Applied Systems Analysis (nASA) in Laxenburg, Austria, to plan a study of global vegetation change. The work was aimed at promoting the Interna tional Geosphere-Biosphere Programme (IGBP), sponsored by the International Council of Scientific Unions (lCSU), of which nASA is a member. Our study was designed to provide initial guidance in the choice of approaches, data sets and objectives for constructing global models of the terrestrial biosphere. We hoped to provide substantive and concrete assistance in formulating the working plans of IGBP by involving program planners in the development and application of models which were assembled from available data sets and modeling ap proaches. Recent acceptance of the "nASA model" as the starting point for endeavors of the Global Change and Terrestrial Ecosystems Core Project of the IGBP suggests we were successful in that aim. The objective was implemented by our initiation of a mathematical model of global vegetation, including agriculture, as defined by the forces which control and change vegetation. The model was to illustrate the geographical consequences to vegetation structure and functioning of changing climate and land use, based on plant responses to environmental variables. The completed model was also expected to be useful for examining international environmental policy responses to global change, as well as for studying the validity of IIASA's experimental approaches to environmental policy development.

Book excerpt: As the effects of climate change set in, and population and income growth exert increasing pressure on natural resources, food security is becoming a pressing challenge for countries worldwide. Awareness of these threats is critical to transforming concern into long-term planning, and modeling tools like the one used in the present study are beneficial for strategic support of decision making in the agricultural policy arena. The focus of this investigation is the Republic of Korea, where economic growth has resulted in large shifts in diet in recent decades, in parallel with a decline in both arable land and agricultural production, and a tripling of agricultural imports, compared to the early 2000s. Although these are recognized as traits of a rapidly growing economy, officials and experts in the country recognize that the trends expose the Republic of Korea to climate change shocks and fluctuations in the global food market. This study uses the IMPACT (International Model for Policy Analysis of Agricultural Commodities and Trade) economic model to investigate possible future trends of both domestic food production and dependence on food imports, as well as the effects from adoption of agricultural practices consistent with a climate change adaptation strategy. The goal is to help assess the prospects for sustaining improvements in food security and possibly inform the national debate on agricultural policy. Results show that historical trends of harvested area and imports may continue into the future under climate change. Although crop models suggest negative long-term impacts of climate change on rice yield in the Republic of Korea, the economic model simulations show that intrinsic productivity growth and market effects have the potential to limit the magnitude of losses; rice production and yield are projected to keep growing between 2010 and 2050, with a larger boost when adoption of improved technologies is taken into consideration. At the same time, food production and net exports from the country’s major trading partners are also projected to increase, although diminished by climate change effects. In sum, these results show that kilocalorie availability will keep growing in the Republic of Korea, and although climate change may have some impact by reducing the overall availability, the effect does not appear strong enough to have significant consequences on projected trends of increasing food security.

Book excerpt: This food policy report is a response to growing concerns about the impacts of climate change on Latin American economies, agriculture, and people. It assesses both local and global effects of changing agricultural yields on the economy, subnational regions, and different household types, including male- and female-headed households in Brazil, Mexico, and Peru. The three countries reflect economic and geographic diversity in Latin America and more than half of the region’s population. Climate change impacts tend to be relatively small at an economywide level in all three countries. However, sectoral and household-level economic impacts tend to be diverse across countries and subnational levels. They mainly depend on projected changes in agricultural yields, the share of agriculture in regional gross domestic product (GDP), crop-specific international trade balances, net food buyer/seller position, and income diversification of households. As for gender, results from this study suggest that female-headed households may be less vulnerable than male-headed households to the effects of climate change, highlighting the importance of considering women as a source for solutions for building resilience to climate change. Given the relatively small impacts of climate change and the degree of uncertainty associated with them, it is too early to define specific policy recommendations. All three countries should try to maximize the benefits that may come with higher agricultural world market prices and to minimize the losses from reductions in agricultural yields.
