Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. Book excerpt: Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level. It reviews new thinking which has emerged over the last decade, analyses research methods for stakeholder engagement and for undertaking studies at the regional level, and looks forward by reviewing a number of emerging 'hot topics' in the food security-GEC debate which help set new agendas for the research community at large. Recent research reporting that a one degree Celsius rise in temperature can reduce grain yields by 10 per cent means that energy policy is now directly affecting crop production. Agriculture is a water-intensive activity and, while public attention has focused on oil depletion, it is aquifer depletion that poses the more serious threat. There are substitutes for oil, but none for water and the link between our fossil fuel addiction, climate change and food security is now clear. While population growth has slowed over the past three decades, we are still adding 76 million people per year. In a world where the historical rise in land productivity has slowed by half since 1990, eradicating hunger may depend as much on family planners as on farmers. The bottom line is that future food security depends not only on efforts within agriculture but also on energy policies that stabilize climate, a worldwide effort to raise water productivity, the evolution of land-efficient transport systems, and population policies that seek a humane balance between population and food. Outgrowing the Earth advances our thinking on food security issues that the world will be wrestling with for years to come.

In India, competition for water, land, human, and financial resources, and the suitability of the existing institutional system in ensuring food security require the attention of both policy makers and planners. Food crops have to compete for water and various other needs with commercial crops. Water, the core requirement for food production, is becoming increasingly scarce in many parts of India. Land is also crucial in food production, especially with regards to soil fertility. However, lands traditionally used for growing crops are increasingly used instead for various other purposes. The balancing of the expectations of farmers in the markets, for want of better prices, with the national objective of food security is imperative in this climate. This necessitates public investment in agriculture, including seed supply, soil health initiatives, and pest control. The institutional challenges in ensuring food security in India are currently under-explored, with more discussion on entitlements and rights, in relation to food security, but less attention on the public institutions that are likely to play a critical role. Public institutions, through the use of policies, schemes and programmes, need to address the issues which impinge on the ecological foundation of food security, while the governance architecture related to this has to integrate the public distribution system properly. This book addresses these challenges and offers insights into what changes need to be made to ensure food security in India."--
