Persons actually engaged in an industry are better able than are other people to appreciate the effects upon their own trade of political changes, fresh general legislation, and varying economic conditions, whilst they alone are in position to pronounce authoritatively whether special legislation restricted to that industry has a detrimental or a beneficial effect. The authors state with frankness what has been the result of recent legislation upon their business. In the first place they show, from records other than Board of Trade returns, how the industry was established, how it grew and thrived in Great Britain.
