The song was the signal for the young military officers of the Movimento das Forcas Armadas (MFA) to carry out the plans for a coup d’état. Only minor resistance from the security police occurred, so that by late morning the crowds were flooding the streets, cheering the soldiers, and putting carnations in the barrels of the rifles. The coup was efficiently and successfully and still on the same day, the deposed dictator Marcello Caetano surrendered to the new military leaders and already the next day flew into exile. This coup d’état marked the death of the oldest, over 40 years old dictatorship in Europe, lead by António de Oliveira Salazar (Ferreira, 1986). On the one hand marked April 25 the beginning of transition to democracy in Portugal and later even lead to a consolidated democracy. On the other hand this day marked the beginning of the third wave of democratization. The fall of communist regimes in Eastern Europe, the breakdown of the Latin American authoritarian regimes followed after Portugal brought the ball rolling. And the snowball effect influenced many other authoritarian regimes in the world to democratize as well. States like Spain, Brazil and Hungary were to follow the example of Portugal. It is the aim of this paper to analyze what the causes were, that lead to the revolution, how the process of the transition occurred and what the consequences of April 25 were.

As the colonies collapsed, the United States helped airlift 13,000 refugees from Angola back to Portugal as US Secretary of State Henry Kissinger maneuvered to advance the moderate side of the government in Lisbon over the radicals and thus guarantee US interests. As Neill Lochery argues, one of the major misunderstandings of the post-revolution era in Portugal has been the concentration on domestic over international factors in helping to shape its story. Having emerged from its twentieth century financial crisis and bail out and thus 'out of the shadows', he argues that Portugal is a country of huge relevance to the present day and of great future significance to the European continent. Indeed, the strengthening of bonds between Portugal and its European neighbours can be seen to be more important than ever, given the heightened tensions in European politics, the refugee crisis and the prospect of a changing European Union.

Book excerpt: This book examines Portugal’s transition from dictatorship to democracy by focusing on Lourinhã’s urbanization and economic development since 1966. Since 1966, Lourinhã’s urban landscape has transformed as Portugal democratized. From a rural town with little infrastructure and few institutions in 1966, Lourinhã emerged by 2001 as a modern European town. This work highlights key areas of economic and urban development and argues that Lourinhã’s political culture became more institutional, creating a withering expectation of citizen participation in local development, as Portugal transitioned from dictatorship to democracy. Raphael Costa asks whether Portugal was on the path towards democracy before 1974, and if the rapid shift to democracy was the blessing it appeared to be by the 1990s. Did democratization ultimately disenfranchise the Portuguese in important ways? This work uses Lourinhã's development as an example of the Portuguese experience to argue that the Carnation Revolution, although a watershed in Portugal's politico-cultural evolution, should not be understood as the moment when democracy came to Portugal.

Book excerpt: A severe social and political crisis in El Salvador during the 1970s resulted in widespread disturbance of daily life, political violence, repression and the outbreak of an insurgency. In March 1981, the government ran a large sweep operation along the border with Honduras in the north, accompanied by the use of scorched earth tactics and indiscriminate killing of anyone captured. A second offensive, launched in November 1981, was conducted in a similar fashion, and resulted in the massacre of hundreds of civilians by government troops. Under pressure, the insurgency of the Farabundo Marti National Liberation Front (FMLN) called for a peace settlement and the establishment of a government of broad participation. Elections in 1982 were interrupted by a campaign of assassinations by right-wing paramilitaries, which prompted the FMLN to return to arms and hit back with a vicious campaign of attacks on military and economic targets including Ilopango Air Base, which was heavily hit in February. A new interim government failed to introduce any kind of substantive changes and the armed forces became involved in additional atrocities against human rights activists and union leaders: the result was the next phase of the war that was to last for another two years. In 1984, Christian Democrat José Napoleón Duarte was elected president amid another wave of repression and violence, further reinforced through 1985, despite attempts to reform the armed- and security forces. Nevertheless, by 1986, the notorious death squads were kidnapping and assassinating any opponents they could lay their hands upon. The FMLN thus continued striking back, culminating in the final offensive of 1989, carried out with the aim of unseating a government elected in the obviously fixed elections of the previous year. It was only at that point in time that the government under severe pressure from the USA brought the war to an end. After 10 years of merciless fighting that uprooted over one million people and destroyed over 40 percent of homes in El Salvador, the war was over, even though death squads were to assassinate opposition leaders for years afterwards. El Salvador Volume 2: Conflagration 19831989 is the first inclusive and incisive military history of this incredibly vicious, merciless war: one of two major conflicts fought in Central America in the 1980s within the context of the Cold War. Based on official documentation and carefully cross-referenced secondary sources, it is lavishly illustrated with authentic photography and custom-drawn colour profiles, and as such is an indispensable single-point source of reference.
