Book excerpt: Cambodia was once in the news for all the wrong reasons: relentless bombing during the Vietnam War, genocide during the Khmer Rouge era, and the ghastly human dislocation, misery, and poverty that are the legacies of war and conflict. In recent years, however, Cambodia has emerged as one of ASEAN's stories of hope, a country determined to put its past behind it and take its place among the emerging successes of Southeast Asia. To capture the new mood, the Institute of Southeast Asian Studies (ISEAS) in Singapore and the Cambodian Institute for Cooperation and Peace (CICP) organized a one-day Cambodia Forum on 23 April 2010 at the Conrad Centennial, Singapore to examine the key sectors in Cambodia's developmental thrust. Cambodian leaders, policymakers, and academics looked at the role of governance in creating the thrust; the economic strategy needed to sustain that thrust; the role of investment and business policy; the human resources policy necessary for sustained economic growth; and the role of energy and the environment. Addressing a host of issues under these broad areas, the forum participants provided an insider's view of how Cambodia could leverage on its strengths to move into a new era. The Keynote Address also analyses the state of bilateral relations between Cambodia and Singapore.

This book analyses the opportunities and barriers that NGOs and civil society actors face when conducting advocacy campaigns against such developments. Through a comparison of two NGO coalitions in Cambodia and Vietnam advocating against the Xayaburi hydropower dam on the Mekong River, the book explores the intricate interactions of formal and informal rules and norms and how they influence advocacy strategies. A framework for analysis is proposed which serves as a tool for analysis by civil society actors. The author generates fresh insights into the way in which opportunities and barriers are created for NGOs to influence state-centric decision-making processes. The book also discusses Mekong riparian states’ negotiation process over the Xayaburi hydropower dam in detail, providing an analysis of the Mekong River’s governance under the 1995 Mekong Agreement. The book concludes by suggesting ways to improve the engagement of civil society actors in the governance of transboundary rivers and development projects.

A range of transitional justice practices have been put to work in the name of redressing, restoring and renewing memory. At the centre of this stage is the Extraordinary Chambers in the Courts of Cambodia (ECCC), a hybrid tribunal established to prosecute the leaders of the Khmer Rouge regime, under which 1.6 million Cambodians died of hunger or disease or were executed. This book unpicks the way memory is reconstructed through appeals to a national memory, the legal reframing and coding of memories as crimes, and bids to locate personal memories within collective biographies. Analysing the techniques and interventions of the ECCC, as well as exploring the role of non-governmental organisations (NGOs), the book explores the relationships in which Cambodian communities navigate memories of political violence. This book is essential for understanding transitional justice in Cambodia in, and beyond, the courtroom. Transitional Justice and Memory in Cambodia shows that the governing logic of transitional justice interventions – that societies are unable to 'deal with' memories of atrocity and violence without some form of transitional justice mechanism – neglects the complexity of memory and remembering in post-atrocity contexts and the agency of the subjects to which such mechanisms are addressed. Drawing on documentary sources, legal transcripts, interviews and participant observation data, the book situates transitional justice processes in Cambodia within a wider context of social and cultural memory politics, examining (old and new) conflicts of memory that have emerged between the varied accounts and uses of the past that exist in Cambodia now. As such, it will appeal to students and scholars in sociology, human rights, law and criminology.

Globalizing Chinese Migration is the first volume to deal comprehensively with the most recent wave of the migration from the People's Republic of China to Europe and Asia. By analyzing the Chinese state’s role in this migration, the authors dismiss as fiction the theory (sometimes advanced by hostile and racist foreign observers) that Chinese authorities are intent on using mass emigration as an expansionist tool. They go on to explain that migrants who might, in earlier times, have been reviled as traitors and absconders are today more likely to be viewed by sections of the Chinese state bureaucracy as patriots who remain part of China’s polity and economy and contribute to its standing overseas. Some senior officials, however, particularly diplomats, stress the harm done by new migrants, both to China’s economy (which loses assets as a result of the migrants’ entrepreneurial activities) and to its reputation in the world.
