The primary purpose of this paper is to discuss the capabilities of U.S. Foreign Military Sales (FMS) and to review its function as an instrument of U.S. foreign policy. This paper not only supports the purpose of FMS as an instrument of foreign policy, but it also outlines several problems that impact negatively on the customer. This negative impact is especially relevant for developing countries. The paper concludes with several suggestions for improved FMS procedures and argues for increased flexibility for the buyer which will not only increase customer satisfaction, but will also strengthen U.S. security assistance program. Book excerpt: The Air Force lacked adequate management controls over its foreign military sales (FMS) program to ensure that foreign customers' accounts were properly charged for goods and services. GAO's analysis of data maintained by the Defense Finance and Accounting Service indicates that the Air Force may not have charged foreign military sales customers for as much as $540 million worth of delivered goods and services. The Air Force recognizes that it must improve its controls over the program and develop the data needed to identify instances in which foreign customers' accounts have not been charged for goods and services received. However, according to Air Force officials, the data are going to be made available only on an ad hoc basis, meaning that they will not be routinely available to the appropriate personnel for review, including managers, with the requirement that they use the information to ensure that customers' accounts are being properly charged.

Book excerpt: This study attempted to compare the perceptions of a buyer and seller in the Foreign Military Sales (FMS) and Commercial Sales environment of a major system acquisition. Another purpose of the study was to determine if there existed any significant differences in the perceptions of the two parties. The buyer and seller were represented by a Purchaser Country Representative (PCR) and a United States Air Force Counterpart (USCP) stationed at the International Logistics Center (ILC) and Multinational Directorate (YPX) of the F-16 System Program Office (SPO). The research model for this stu (1985), titled A comparison of Direct Commercial Sales and Foreign Military Sales for the Acquisition of U.S. Defense Articles and Services. Opinion data obtained from interviews with 52 USCPs and 32 PCRs were analyzed statistically as well as descriptively. Government-to-government obligation was ranked number 1 by PCR as a motivator for a purchasing country to utilize the FMS channel for major weapon system acquisition while logistics support was ranked number 1 by USCP. Direct negotiation was ranked number 1 as a motivator for a purchasing country to utilize the Commercial channel for major weapon system acquisition while quick response was ranked number 1 by USCP. Two elements of the potential advantages yielded significant differences in perceptions of the two groups: logistics support for the FMS and direct negotiation for the Commercial channel.

It focuses on the program office responsible for implementation of the case and ultimate delivery of the system which has been purchased. The paper, first, describes the Navy's basic organization and how it relates to DOD and State Department Security Assistance Offices. The following section tracks a typical FMS case from receipt of the customers purchase request, through agreement on sale, to final execution of the case. The paper concludes with a discussion of specific issues relating to financial management problems which currently are being evaluated in the Navy. These issues deal with the requirement to price out a proposed sale and how funds are managed after case implementation. Poor price estimates affect relations with the foreign customers and cause considerable administrative difficulties which result in lost time and possibly, financial loss. Recommendations concentrate on the means by which the accuracy and completeness of price estimates can best be achieved. The funds management problem is primarily associated with the sale of ships. The question of how funds should be controlled impacts on the administration of the SCN account.

It attempts to identify through a historical view the evolution of the foreign military sales management process and analyze some of the observations made in the context of a bureaucratic structural framework. It concludes that the problems facing field activities managing a foreign military sales program can be best characterized by a budget-based bureaucratic structure, that is, funded from public coffers exhibiting acquisitive and consumer behavior. The Navy organization is not entrepreneurical and, therefore, has some difficulty with the concept of selling arms to 'friendly foreign' countries. The thesis offers a conceptual idea of how better to conduct Foreign Military Sales. (Author).
