Despite this, little is known on how this political system works in practice. This book offers an unprecedented window into the everyday relationships between bureaucrats and interest representatives. Where the media only shows lobbyists as they meet MEPs and submit amendments, the book argues that the bulk of their work is done in close contact with EU bureaucrats – a form of ‘quiet politics’ developed by the business community, targeting officials with little public exposure. Based on official archives, the book first sets the historical picture for the emergence of a new layer of bureaucrats; fuelled by European and transatlantic capitalism, it altered the political façade of the business community to fulfil its need for legitimacy. Drawing from observations of internal meetings of the main lobbies operating in Brussels and interviews with lobbyists and Commission officials, the book then shows lobbyists at work. Karen Barkey shows how Turkish strategies of incorporating peasants and rotating elites kept both groups dependent on the state, unable and unwilling to rebel. Bandits, formerly mercenary soldiers, were not interested in rebellion but concentrated on trying to gain state resources, more as rogue clients than as primitive rebels. The state's ability to control and manipulate bandits--through deals, bargains and patronage--suggests imperial strength rather than weakness, she maintains. Bandits and Bureaucrats details, in a rich, archivally based analysis, state-society relations in the Ottoman empire during the sixteenth and seventeenth centuries. Exploring current eurocentric theories of state building, the author illuminates a period often mischaracterized as one in which the state declined in power. Outlining the processes of imperial rule, Barkey relates the state political and military institutions to their socal foundations. She compares the Ottoman route with state centralization in the Chinese and Russian empires, and contrasts experiences of rebellion in France during the same period. Bandits and Bureaucrats thus develops a theoretical interpretation of imperial state centralization through incorporation and bargaining with social groups, and at the same time enriches our understanding of the dynamics of Ottoman history.

In this study, Adams probes the accomplishments and the failings of these so-called dépôts de mendicité, as seen by critics of the experiment (including learned judges and influential spokesmen of the provincial Estates) and as seen by those responsible for its success: the provincial intendants, the royal engineers, the doctors, the inspectors, the contractors, and various givers of advice. He shows how the debate--both internal and external--over the operation of the dépôts contributed to the intellectual ferment of the Enlightenment and the Revolution. The resulting web of reasoning and empirical data gave support to Montesquieu's principle that the state owes every one of its citizens "a secure subsistence, suitable food and clothing, and a manner of life that is not contrary to good health."
