The two countries are close geographically, but Japanese colonization of the Korean Peninsula between 1910 and 1945 has left a deep scar on relations and remains a painful subject for most Korean people. Japan has expressed regret for its past behavior, but is tired of repeated demands for an apology. More than a half-century later, full reconciliation between the two countries is yet to be achieved. Recently though, the two nations and their leaders are making efforts to move beyond the past and build a constructive relationship between the two most developed nations in East Asia and key U.S. allies in the region. The relationship between Japan (the second largest economy with the second largest defense budget) and South Korea (the twelfth largest economy with the sixth largest military force) has significant bearing on the region's security. In particular, cooperation between Japan and South Korea will be critical for U.S. handling of North Korea's nuclear issue and Washington's future alliance strategy in the region. Despite recent progress in diplomacy resulting from the initiatives of leaders of both countries, Japan-South Korea relations remain fragile. The two nations face tough challenges from issues in the past, present, and future: disputes over history, North Korea, Japan's military role, and negotiation of a free trade agreement (FTA). Although U.S. military restructuring calls for closer Japan-South Korea cooperation in defense, it will require a sea change in South Korea's negative view of Japan before a robust U.S.-Japan-Korea alliance develops.

The most common explanation for this difference is that Germany knows better how to apologize; Japan is viewed as “impenitent.” Walter F. Hatch rejects the conventional wisdom and argues that Germany has achieved reconciliation with neighbors by showing that it can be a trustworthy partner in regional institutions like the European Union and NATO; Japan has never been given that opportunity (by its dominant partner, the U.S.) to demonstrate such an ability to cooperate. This book rigorously defends the argument that political cooperation—not discourse or economic exchange—best explains Germany’s relative success and Japan’s relative failure in achieving reconciliation with neighbors brutalized by each regional power in the past. It uses paired case studies (Germany-France and Japan-South Korea; Germany-Poland and Japan-China) to gauge the effect of these competing variables on public opinion over time. In Sino-Japanese relations, identity, territory, and power pull together in a particularly lethal direction, generating dangerous tensions in both geopolitical and memory rivalries. Buzan and Goh explore a new approach to dealing with this history problem. First, they construct a more balanced and global view of China and Japan in modern world history. Second, building on this, they sketch out the possibilities for a 21st century great power bargain between them. Buzan puts Northeast Asia's history since 1840 into both a world historical and a systematic normative context, exposing the parochial nature of the China-Japan history debate in relation to what is a bigger shared story about their encounter with modernity and the West, within which their modern encounter with each other took place. Arguing that regional order will ultimately depend substantially on the relationship between these two East Asian great powers, Goh explores the conditions under which China and Japan have been able to reach strategic bargains in the course of their long historical relationship, and uses this to sketch out the main modes of agreement that might underpin a new contemporary great power bargain between them in a variety of future scenarios for the region. The frameworks adopted here consciously blend historical contextualisation, enduring concerns with wealth, power and interest, and the complex relationship between Northeast Asian states' evolving encounters with each other and with global international society.

It did so for a simple reason: to impose the strenuous health standards necessary to control the venereal disease that had debilitated its troops in earlier wars. In turn, these brothels (dubbed "comfort stations") recruited prostitutes through variations on the standard indenture contracts used by licensed brothels in both Korea and Japan. The party line in Western academia, though, is that these “comfort women” were dragooned into sex slavery at bayonet point by Japanese infantry. But, as the authors of this book show, that narrative originated as a hoax perpetrated by a Japanese communist writer in the 1980s. It was then spread by a South Korean organization with close ties to the Communist North. Ramseyer and Morgan discuss how these women really came to be in Japanese military comfort stations. Some took the jobs because they were tricked by fraudulent recruiters. Some were under pressure from abusive parents. But the rest of the women seem to have been driven by the same motivation as most prostitutes throughout history: want of money. Indeed, the notion that these “comfort women” became prostitutes by any other means has no basis in documentary history. Serious intellectuals of all political perspectives in both South Korea and Japan have understood this for years. Ramseyer and Morgan’s findings caused a firestorm in Japanese Studies academia. For explaining that the women became prostitutes of their own volition, both authors of this book found themselves “cancelled.” In this book, the authors detail both the history of the comfort women and their own persecution by academic peers. Only in the West—and only through brutal stratagems of censorship and ostracism—has the myth of bayonet-point conscription survived.
