Available in PDF, EPUB and Kindle. Book excerpt: In the past thirty years, Congress has dramatically changed its response to unpopular deficit spending. While the landmark Congressional Budget Act of 1974 tried to increase congressional budgeting powers, new budget processes created in the 1980s and 1990s were all explicitly designed to weaken member, majority, and institutional budgeting prerogatives. These later reforms shared the premise that Congress cannot naturally forge balanced budgets without new automatic mechanisms and enhanced presidential oversight. So Democratic majorities in Congress gave new budgeting powers to Presidents Reagan and Bush, and then Republicans did the same for President Clinton. Passing the Buck examines how Congress is increasing delegation of a wide variety of powers to the president in recent years. Jasmine Farrier assesses why institutional ambition in the early 1970s turned into institutional ambivalence about whether Congress is equipped to handle its constitutional duties.

Book Federal Budget Process Reform

Download or read book Federal Budget Process Reform written by and published by . This book was released on 2002 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines several budget process reform options that have received prominent congressional consideration in recent years: an extension of the Budget Enforcement Act; a joint budget resolution; an emergency reserve fund; an automatic continuing resolution; and biennial budgeting. For each reform option, the analysis includes a summary of the procedural issues related to the reform option, the arguments that have been raised for and against the proposal, and the legislative history of past proposals. First, key enforcement procedures under the Budget Enforcement Act (BEA) of 1990 expire at the end of FY2002 (i.e., September 30, 2002). These include the statutory caps on discretionary spending and the “pay-as-you-goâ€ŗ (PAYGO) requirement for direct spending and revenue legislation. Possible considerations related to an extension of these budget enforcement procedures include the time frame covered, possible categories for caps on discretionary spending, the types of automatic or permissible adjustments to the caps, and the application of the PAYGO requirement. Second, a joint budget resolution would require the Presidentâ€TMs signature, thereby formally and directly involving the President in congressional deliberations on the budget early in the process. Under the existing budget process, there is a concurrent resolution on the budget that represents an agreement between the House and Senate concerning overall budget policy. It is not presented to the President for his signature, and thus does not become law. Third, proposals for an emergency reserve fund are intended to change the way Congress and the President budget for emergencies and other unanticipated situations. Instead of appropriating funds for such situations as the need arises, emergency reserve fund proposals would require Congress and the President to set aside money for such purposes in the budget, with the appropriation of such funds tied to meeting specific criteria of what constitutes an emergency. Fourth, an automatic continuing resolution would provide an automatic source of funding for discretionary activities in the event one or more regular appropriations acts are not enacted by the start of a new fiscal year. This reform proposal is intended to prevent a shutdown of the federal government due to the expiration of funding. Finally, biennial budgeting proposals would change the budget cycle to 2 years from one year. This reform has been discussed as a way of promoting better management of both Congressâ€TMs and the administrationâ€TMs budgetary workload. Biennial budgeting proposals could involve multiyear authorizations, 2-year budget resolutions, 2-year appropriations, or some combination of the three. This report will be updated to reflect changes in congressional concerns or actions.

Book The Budget Puzzle

Download or read book The Budget Puzzle written by John Cogan and published by Stanford University Press. This book was released on 1994-05-01 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the United States, the size and composition of the federal budget is arguably the most important single issue of the 1990's, yet most debates and commentaries on the subject are largely uninformed. Virtually no one - whether government official, member of Congress, journalist, or taxpayer - seems to understand how the budget is put together and what it means. This is hardly surprising, since the budget has become extraordinarily complicated. The structure of the budget reform act of 1911 has been maintained, with the changes of additional reforms (1974, 1986, and 1990) piled on top of it, while virtually nothing has been discarded. Most people are distressed at the enormous size of the federal deficit and perplexed because highly touted plans and agreements to bring the deficit down result in an even higher deficit. Why does this happen? Why is there a growing deficit amid cries of underfunding? Why is there general agreement on a format that has proved so misleading? This book comprises a series of essays about the federal budget - how and why it has grown so large, why most "deficit-reduction" measures are either shams or predestined to fail, and why understanding budget issues is so difficult. The authors offer a new perspective, a microbudgeting approach, which requires examining in detail how the federal government makes its budget decisions. Macrobudgeting, which is concerned with totals rather than parts, has prevailed for more than a generation in both Democratic and Republican administrations; the deficit-reduction drives of the 1980's, for example, failed because the parts added up to more than the targeted totals. By contrast, microbudgeting breaks the budget down into its basic elements, carefully reviews the assumptions underlying each program or account, and critically examines the methods by which savings are computed. Using this approach, the authors demonstrate that it is possible to understand the budget process and to make informed decisions on issues of public policy. Individual essays focus on such topics as: the changing Congressional budget processes that have been critically important in contributing to the federal budget deficits that have persisted since World War II; the origins, uses, and abuses of budget baselines; and the myth of the budget reductions of the Reagan presidency.
