Book excerpt: A critical examination of the labour government and trades Union Congress in the immediate postwar period, this book argues that the Cold War was not just a traditional conflict between states but also an attempt to contain the growth of radical working-class movements at home and abroad. These radical movements, stimulated by the Second World War and its aftermath, seemed to policymakers within the Labour Party and the TUC to threaten British interests. The author contends that the Labour government never seriously considered following a socialist foreign policy, but instead sought to shape political developments throughout the world in ways most conductive to maintaining Britain's traditional economic and imperial interests. The government was able to follow established policies abroad and increasingly at home at least in part because British trade union leaders supported its attempts to prevent radicals and communists from coming to power in trade union movements inside Britain and throughout the world. In so doing, the trade union movement significantly extended its links with the state, in particular by cooperating with it in the sphere of foreign and colonial labour policy.

As one of the victorious Allies, Britain had to help find a solution for the vast majority of these refugees who refused repatriation. Drawing on extensive research in British, American, and Israeli archives, Arieh Kochavi presents a comprehensive analysis of British policy toward Jewish displaced persons and reveals the crucial role the United States played in undermining that policy. Kochavi argues that political concerns--not human considerations--determined British policy regarding the refugees. Anxious to secure its interests in the Middle East, Britain feared its relations with Arab nations would suffer if it appeared to be too lax in thwarting Zionist efforts to bring Jewish Holocaust survivors to Palestine. In the United States, however, the American Jewish community was able to influence presidential policy by making its vote hinge on a solution to the displaced persons problem. Setting his analysis against the backdrop of the escalating Cold War, Kochavi reveals how, ironically, the Kremlin as well as the White House came to support the Zionists' goals, albeit for entirely different reasons.

He attempts to provide an answer to what, at first sight, appears to be a contradiction: the undoubted prominence of Zionism among British Jews on the one hand, and its diverse expressions, ranging from aliyah to making a donation to a Zionist fund, on the other. Wendehorst argues that the ascendancy of Zionism in British Jewry is best understood as a particularly complex, but not untypical, variant of the 19th and 20th century's trend to re-imagine communities in a national key. He examines the relationship between British Jewry and Zionism on three levels: the transnational Jewish sphere of interaction, the British Jewish community, and the place of the Jewish community in British state and society. The introduction adapts theories of nationalism so as to provide a framework of analysis for Diaspora Zionism. Chapter one addresses the question of why British Jews became Zionists, chapter two how the various quarters of British Jewry related to the Zionist project in the Middle East, chapter three Zionist nation-building in Britain and chapter four the impact of Zionism on Jewish relations with the larger society. The conclusion modifies the original argument by emphasising the impact that the specific fabric of British state and society, in particular the Empire, had on British Zionism.
