Following key representatives of the sultan on their travels across Europe, Africa, and Arabia at the close of the nineteenth century, it takes the reader from Istanbul to Berlin, from Benghazi to Lake Chad Basin to the Hijaz, and then back to Istanbul. It turns the spotlight on the Ottoman Empire's expansionist strategies in Africa and its increasingly vulnerable African and Arabian frontiers. Drawing on previously untapped Ottoman archival evidence, Mostafa Minawi examines how the Ottoman participation in the Conference of Berlin and involvement in an aggressive competition for colonial possessions in Africa were part of a self-reimagining of this once powerful global empire. In so doing, Minawi redefines the parameters of agency in late-nineteenth-century colonialism to include the Ottoman Empire and turns the typical framework of a European colonizer and a non-European colonized on its head. Most importantly, Minawi offers a radical revision of nineteenth-century Middle East history by providing a counternarrative to the "Sick Man of Europe" trope, challenging the idea that the Ottomans were passive observers of the great European powers' negotiations over solutions to the so-called Eastern Question.

This 'Curse' is a recurring theme in Adebajo's trenchant historical analysis, even though its main focus is on contemporary African issues after the Cold War. The first part of the book examines Africa's quest for security with three essays on Africa's security institutions such as the African Union and sub-regional bodies; another on the political, peacekeeping, and socio-economic roles of the United Nations (UN) in Africa; and a third on Africa's two UN Secretaries-General between 1992 and 2006: Egypt's Boutros Boutros-Ghali and Ghana's Kofi Annan. The second section of the book focuses on Africa's quest for leadership, and five chapters examine the hegemonic roles of South Africa, Nigeria, the United States, China and France on the continent. The five chapters in the final section of the study analyse Africa's quest for unity, and examine the roles and significance for Africa of six historical figures: Mandela, Mbeki, Kwame Cecil Rhodes, Obama, and Gandhi; as well as assessing the African Union and the EU in comparative perspective.

Book excerpt: Over recent decades, the responsibility for the past actions of the European colonial powers in relation to their former colonies has been subject to a lively debate. In this book, the question of the responsibility under international law of former colonial States is addressed. Such a legal responsibility would presuppose the violation of the international law that was applicable at the time of colonization. In the ‘Scramble for Africa’ during the Age of New Imperialism (1870-1914), European States and non-State actors mainly used cession and protectorate treaties to acquire territorial sovereignty (imperium) and property rights over land (dominium). The question is raised whether Europeans did or did not on a systematic scale breach these treaties in the context of the acquisition of territory and the expansion of empire, mainly through extending sovereignty rights and, subsequently, intervening in the internal affairs of African political entities.

Du Bois famously prophesied that the problem of the twentieth century would be the global color line, the elevation of "whiteness" that created a racially divided world. While Pan-Africanism recognized the global nature of the color line in this period, Thomas E. Smith argues that it also pushed against it, advocating for what Du Bois called "opportunities and privileges of modern civilization" to open up to people of all colors. Covering a period roughly bookended by two international forums, the 1884--1885 Berlin Conference and the 1911 Universal Races Congress, Emancipation without Equality chronicles how activists of African descent fought globally for equal treatment and access to rights associated with post-emancipated citizenship. While Euro-American leaders created a standard to guide the course of imperialism at the Berlin Conference, the proceedings of the Universal Races Congress demonstrated that Pan-Africanism had become a visible part of a growing, global, anti-imperialist protest.
