Book excerpt: Our paper examines the behavior of prices in a large number of highly-disaggregated industries around the trough of the business cycle. We conclude that the degree to which prices are pro- or counter- cyclical differs between business cycle peaks and business cycle troughs, and that the cyclical behavior of prices varies substantially across industries. We also observe a tendency for industry prices to rise immediately following a business cycle trough. In general, we accept a market power explanation for that observation: either oligopolists pricing above marginal cost take advantage of a cyclical tendency for demand functions to grow more inelastic in the early stages of a boom or else interfirm coordination becomes more effective after a trough. From the behavior of prices as a recession ends and a boom begins, our paper also identifies a set of industries likely on average to be exercising market power.

Book excerpt: Using the longest dataset publicly available (The Economist's index of industrial commodity prices), we analyze the behavior of real commodity prices over the period 1862-99, and have two main findings. First, while there has been a downward trend in real commodity prices of 13 percent per year over the last 140 years, little support is found for a break in the long-run trend decline in commodity prices. Second, there is evidence of a ratcheting up in the variability of price movements. The amplitude of price movements increased in the early 1900s, while the frequency of large price movements increased after the collapse of the Bretton Woods regime of fixed exchange rates in the early 1970s. While there is a downward trend in real commodity prices, this is of little practical policy relevance as it is small and completely dominated by the variability of prices.

Book excerpt: One major finding of this paper is that prices in most basic materials producing industries are responsive to demand while prices in most finished goods producing industries are not. If the reverse were true, stabilization policies would. have more effect in the short run on prices and less effect on output than is currently the case. A second finding relates to the 1971-4 period of wage and price controls and the period immediately following their termination. During controls, prices in most manufacturing sectors did rise somewhat slower than their historical relationship to costs would suggest. But after controls ended prices rose relative to costs by considerably more than the amount of their shortfall during controls. This suggests that some fundamental change in price-cost relationships may have taken place in 1974.
