The Meeting was held from 23-26 May, 1995, at Nemuno-Sato, in the Mie Prefecture of central Japan, not far from the traditional birth place of the country. As at previous Meetings, our aim was to hear and discuss new ideas and data on the Basal Ganglia. About one hundred papers were presented, on platform or as posters. We had valuable talks, stimulating discussions, and agreeable social contacts. Although just before this Meeting, there were several unusual accidents in Japan, a big earthquake in the Kobe area, not far from the Meeting place, and toxic gas terrorism in Tokyo, some hundred participants came from Europe, the United States, and elsewhere. All through the Meeting days, we were together in a beautiful environment, surrounded by fresh green vegetation, flowers and blue sea, as has been traditional for IBAGS meetings. We spent happy and pleasant sunny days there, with superb accommodation and cuisine. Also following the traditional policy of our Society, this volume has been edited to include as many papers as possible, without any selection. New ideas and data may sometimes be controversial and still immature, but we accepted all and put them together in this volume. We hope that from these fascinating papers, further new principles of basal ganglia action might emerge in the future.

The meeting was held as a satellite symposium following the XXX Congress of the International Union of Physiological Sciences at Vancouver. IBAGS was founded at a similar satellite symposium held in Lorne, Australia, organized by John S. McKenzie and sponsored by the University of Melbourne. The symposium held in Australia was attended by 50 scientists from 12 different countries. The results of the first symposium, edited by John S. McKenzie, Robert E. Kemm and Lynette N. Wilcock, were published by Plenum Press in 1984 under the title, The Basal Ganglia - Structure and Function. It was decided that the Society should meet on a triennial basis. The time and place for Second IBAGS Symposium were set by A.G. Phillips who served as Chairman of the Program Committee along with I. Divac, S.A. Greenfield and E.T. Rolls and J.S. McKenzie. Michael E. Corcoran of the Department of Psychology, University of Victoria served as the on-site coordinator and arranger for the Symposium. He was ably assisted by Ms. Morag McNeil who handled the details which made the meeting run smoothly.

It is more true in neurology than in any other system of medicine that a firm knowledge of basic science material, that is, the anatomy, physiology and pathology of the nervous system, enables the student and physician to readily arrive at the diagnosis of where the disease process is located and the nature of the most likely pathology. Book excerpt: The "functional" in the title of this book not only reflects my personal bias about neuroanatomy in brain research, it is also the gist of many chapters which describe sophisticated ways to resolve structures and interpret them as dynamic entities. Examples are: the visualization of functionally identified brain areas or neurons by activity staining or intracellular dye-iontophoresis; the resolution of synaptic connections between physiologically identified nerve cells; and the biochemical identification of specific neurons (their peptides and transmitters) by histo- and immunocytochemistry. I personally view the nervous system as an organ whose parts, continuously exchanging messages, arrive at their decisions by the cooperative phenome non of consensus and debate. This view is, admittedly, based on my own ex perience of looking at myriads of nerve cells and their connections rather than studying animal behaviour or theorizing. Numerous structural studies have demonstrated that interneurons in the brain must receive hundreds of thousands of synapses. Many neurons receive inputs from several different sensory areas: each input conveys a message about the external world and possibly also about past events which are stored within the central nervous system. Whether an interneuron responds to a certain combination of inputs may be, literally, a matter of debate whose outcome is decided at the post synaptic membrane. A nerve cell responding to an overriding command is possibly a rare event.
