This new work explores the formation of populist urban programs in post-Suharto Jakarta and the cultural and political contradictions that have arisen as a result of the continuing influence of the Suharto-era’s neoliberal ideology of development. Analyzing a spectrum of urban agendas from waterfront city to green environment and housing for the poor, Kusno deepens our understanding of the spatial mediation of power, the interaction between elite and populist urban imaginings, and how past ideologies are integral to the present even as they are newly reconfigured. The book brings together eight chapters that examine the anxiety over the destiny of Jakarta in its efforts to resolve the crisis of the city. In the first group of chapters Kusno considers the fate and fortune of two building types, namely the city hall and the shop house, over a longue duree as a metonymy for the culture, politics, and society of the city and the nation. Other chapters focus on the intellectual legacies of the Sukarno and Suharto eras and the influence of their spatial paradigms. The final three chapters look at social and ecological consciousness in the post-Suharto era. One reflects on citizens’ responses to the waterfront city project, another on the efforts to “green” the city as it is overrun by capitalism and reaching its ecological limits. The third discusses a recent low-income housing program by exploring the two central issues of land and financing; it illuminates the interaction between the politics of urban space and that of global financial capitalism. The epilogue, consisting of an interview with the author, discusses Kusno’s writings on contemporary Jakarta, his approach to history, and how his work is shaped by concerns over the injustices, violence, and environmental degradation that continue to accompany the city’s democratic transition. After the New Order will be essential reading for anyone—including Asianists, urban historians, social scientists, architects, and planners—concerned with the interplay of space, power, and identity.

Unlike some central security organs of the UN, specialized UN agencies have addressed these problems. With the exception of the wars in Afghanistan and Iraq, the UN and its affiliates have played an important role in ending violent, political conflict and in preventing further conflict. According to the Human Security Report (2005), the 80 percent decline in deadly conflicts since the early 1990s can be explained by the extraordinary upsurge of activity by the international community,which t has been directed towards conflict prevention and peace-making. This work explores how the UN can establish global norms to reinforce adoctrine of internal and external political responsibility. Examining the ethnographic and historical genealogies of Indonesian policing, Barker focuses on the city of Bandung, which is permeated by anxieties about security, in spite of the fact that it’s a relatively safe city according to the data. Drawing from his fieldwork there during the latter years of the authoritarian New Order regime, Barker traces the complex relationship between the state and vigilante groups like neighborhood watch patrols and street gangs. Through interviews with police officers, vigilantes, and street-level toughs, he uncovers a struggle between two visions of social control that continues to animate policing in Indonesia: the modern, bureaucratic approach favored by the state, and a territorial approach that divides the city into fiefdoms overseen by charismatic individuals of authority. Focusing on Biak--a set of islands off the coast of western New Guinea, in the Indonesian province of Irian Jaya--Danilyn Rutherford's analysis calls for a rethinking of the nature of national identity. With the resurgence of separatism in the province, Irian Jaya has become the focus of fears that the Indonesian nation is falling apart. Yet in the early 1990s, the fieldwork for this book was made possible by the government's belief that Biaks were finally beginning to see themselves as Indonesians. Taking in the dynamics of Biak social life and the islands' long history of millennial unrest, Rutherford shows how practices that indicated Biaks' submission to national authority actually reproduced antinational understandings of space, time, and self. Approaching the foreign as a focus of longing in cultural arenas ranging from kinship to Christianity, Biaks participated in Indonesian national institutions without accepting the identities they promoted. Their remarkable response to the Indonesian government (and earlier polities laying claim to western New Guinea) suggests the limits of national identity and modernity, writ large. This is one of the few books reporting on the volatile province of Irian Jaya. It offers a new way of thinking about the nation and its limits--one that moves beyond the conventions of both scholarship and recent journalism. It shows how people can "belong" to a nation yet maintain commitments that fall both short of and beyond the nation state.

The interplay between these two veils constitutes the conceptual framework this book offers for the legal analysis of corporations in international law. By weaving together five in-depth case studies - Firestone in Liberia, the Industrialist Trials at Nuremberg, the Anglo-Iranian Oil Company, Barcelona Traction and the emergence of the international investment law regime - a variety of contexts are covered, including international criminal law, human rights, natural resources, and the multinational corporation as a subject of regulatory concern. Together, these case studies offer a multifaceted account of the history of corporations in international law over time. The book seeks to demonstrate the facilitative role of international law in shaping and limiting the scope of responsibility of the private business corporation from the late-nineteenth century and throughout the twentieth century. Ultimately, Lustig suggests that, contrary to the prevailing belief that international law failed to adequately regulate private corporations, there is a history of close engagement between the two that allowed corporations to exert influence under a variety of legal regimes while obscuring their agency.
