This presentation will be focused on three institutions of the EU: The European Commission, The Council of the European Union and The European Parliament, due to the fact that this "institutional triangle" produces the policies and laws that apply throughout the EU. Any of these institutions will be introduced in an own subchapter by explaining their composition, procedures and functions. ...] Important to mention is that the "Council of the European Union" should not to be confused with the "Council of Europe", an organisation separate from the EU with a wider membership, or with the "European Council", the meeting of the heads of state and government of the EU together with members of the Commission (Archer 2000:44). In the following the terms "Council" and "Council of Ministers" are only used as synonyms for "The Council of the European Union". The presentation of the institutions of the EU will be followed by an overview about the EU accession procedures of the three Baltic States. This chapter will be introduced by a short description of the official regulations to become a member of the EU, more precisely a description of "the eight stages to EU". These mentioned backgrounds are essential for the following second part of the paper, the empirical analyse of the attitudes of the Baltic population to the European Union. It is mainly based on aggregate data of several editions of the Eurobarometer, which will be introduced in an own section. Situated between the Russian Federation and Northern Europe, Estonia, Latvia and Lithuania have had to manoeuvre within an often delicate sub-region. Since independence, the foreign policies of the Baltic States have been dominated by de-Sovietization and European integration. Lying at the crossroads between small state theory and identity politics, this analysis engages with the development of Baltic foreign policies as post-Soviet, small and transitioning states. The authors argue that Estonia, Latvia and Lithuania dictated their early foreign policy agendas based on a process of identity construction and as a response to their regional environment. This process took the Baltic States from East to West in their foreign policy aspirations. Key factors in foreign policy making and implementation are discussed, as well as external factors that shaped Baltic foreign policy agendas. Overall, the book illustrates how continuity and change in the Baltic foreign policies has been shaped by both ‘hard’ and ‘soft’ factors. It is a study in the foreign policies of transitioning states and in this regard illuminates a much larger research area beyond its geographic focus.

The Financial Times calls the region an "economic tiger" or even "the Engine Room of Europe" (Burt 1999, 1). Others do not see such good prospective and rather warn that "positive trends should not lead to total optimism ... [because, in their view,] economic integration comprising all states bordering the Baltic Sea is not easily to be visualized in the near future" (NEBI Yearbook 1998, 5). The decision of a company, whether to invest or to go public in a certain country, should be based (mainly) on the analysis of the region which is not always an easy task. The main objective of this paper is thus to analyse the economic situation in the Eastern Baltic Rim countries by looking at the integration process into the EU, the successes in attracting foreign investors, and the success of the transforming process in general by the means of a SWOT analysis. Theoretical information will give the ability to understand Chapters three through seven on strengths, weaknesses, opportunities and threats of the region.

They examine the experience of countries that acceded to the EU earlier-Greece, Ireland, Portugal, and Spain-and develop three medium-term analytical frameworks to illustrate the fiscal tensions and trade-offs. Their primary advice supports the Baltic authorities' decision to maintain prudent fiscal policy by balancing their budgets over the economic cycle. Curtailing nonpriority spending may be politically difficult, but the Baltic countries are well placed to meet such challenges, and the benefits-more efficient public spending, enhanced growth prospects, and accelerated real convergence with the EU-make this effort worthwhile.
