For more than four decades the Cold War had ensured not only a flow of aid into the region but also a certain kind of stability, with Greece and Turkey belogning to NATO, Bulgaria annd Romania to the Warsaw Pact, and Yugoslavia and Albania retaining their independence. Now that it is no longer of strategic importance whether any of these countries change allegiance, the old disputes between states, and between nations and minorities within them, have assumed a more important role. There is a threat of some of these conflicts growing into civil wars within states (Yugoslavia, for example) or armed conflicts between states (Hungary versus Romania over Transylvania; Greece and Turkey over Thrace). This could pose problems not only for the neighbouring states but also for the international community as a whole. This study offers ideas on how the map of the Balkans might be recast to deal with some of these problems and how various international mechanisms could be used to contain crises in the short term.

In this bold and controversial study, Pavlos Hatzopoulos turns this assumption on its head. Through a ground-breaking examination of the non-nationalist ideologies in the Balkans during the interwar period, Hatzopoulos calls into question the supposedly inherent connection between the Balkans and nationalism and argues that nationalism does not form the sole ordering principle of the modern history of the Balkan region. Focusing on the ideologies of communism, liberal internationalism and agrarianism, Hatzopoulos examines how these interact with nationalist ideology. He demonstrates how non-nationalist theories challenge the nationalist view of the Balkans as the sum of several national spaces. Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

America and its allies ultimately played an indispensable role stopping atrocities and creating conditions for sustainable peace; now, after a decade of extensive involvement, the international community is looking to wind down its commitment in the region. The Center for Preventive Action, a conflict prevention initiative of the Council on Foreign Relations, formed this Independent Task Force to develop tangible and practical recommendations to put the Balkan states irreversibly on the path toward integration with Europe, and to allow the international community to reduce its presence in an orderly fashion by 2010. The Task Force's key recommendations include: first, the European Union taking the lead on the Balkans, but with American leadership and partnership to ensure that U.S. interests -- particularly in the areas of military reform and the combating of organized politico-criminal syndicates that undermine regional and even global security -- are safeguarded; second, shifting the priorities of international and local actors toward the standards of the European Union and NATO accession plans, and using conditionality -- "carrots and sticks" -- by the international community to achieve its priorities; third, increasing investment and trade in the Balkans through banking-sector reform, privatization of state- or publicly owned corporations, private-sector development, and legislative and judicial action on property rights. The Task Force included senior experts on the Balkans and U.S. foreign policy from a cross-section of think tanks, government, the military, international organizations, academia, and the business community.
