Taking an inclusive cultural studies perspective, it questions the ideological narrative of ‘race’ and ‘ethnicity’ that dominates explanations of conflicts and cleavages in the Malaysian context. The contributions are organised in three broad themes. ‘Identities in Contestation: Borders, Complexities and Hybridities’ takes a range of empirical studies—literary translation, religion, gender, ethnicity, indigeneity and sexual orientation—to break down preconceived notions of fixed identities. This then opens up an examination of ‘Identities and Movements: Agency and Alternative Discourses’, in which contributors deal with counter-hegemonic social movements—of anti-racism, young people, environmentalism and independent publishing—that explicitly seek to open up greater critical, democratic space within the Malaysian polity. The third section, ‘Identities and Narratives: Culture and the Media’, then provides a close textual reading of some exemplars of new cultural and media practices found in oral testimonies, popular music, film, radio programming and storytelling who have consciously created bodies of work that question the dominant national narrative. Book excerpt: Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of "traditional" fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of "traditional"; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

Book excerpt: “There is nothing more enticing, disenchanting, and enslaving than the life at sea,” wrote Joseph Conrad. And there is certainly nothing more integral to the development of the modern world. In The Sea: A Cultural History, John Mack considers those great expanses that both unite and divide us, and the ways in which human beings interact because of the sea, from navigation to colonization to trade. Much of the world’s population lives on or near the cost, and as Mack explains, in a variety of ways, people actually inhabit the sea. The Sea looks at the characteristics of different seas and oceans and investigates how the sea is conceptualized in various cultures. Mack explores the diversity of maritime technologies, especially the practice of navigation and the creation of a society of the sea, which in many cultures is all-male, often cosmopolitan, and always hierarchical. He describes the cultures and the social and technical practices characteristic of seafarers, as well as their distinctive language and customs. As he shows, the separation of sea and land is evident in the use of different vocabularies on land and on sea for the same things, the change in a mariner’s behavior when on land, and in the liminal status of points uniting the two realms, like beaches and ports. Mack also explains how ships are deployed in symbolic contexts on land in ecclesiastical and public architecture. Yet despite their differences, the two realms are always in dialogue in symbolic and economic terms. Casting a wide net, The Sea uses histories, maritime archaeology, biography, art history, and literature to provide an innovative and experiential account of the waters that define our worldly existence.
