Over the course of its history, the Association has stood on the forefront of battles for Native American rights, from protection of land and water resources and the right of self-determination to the right to worship freely and to secure equal educational opportunity for their children. The work of the Association has embraced eight areas of concern to Native Americans: education, economic development, health and sanitation, land tenure, irrigation, preservation of culture and religion, tribal sovereignty, and youth. Among its major achievements was its role as catalyst for the enactment of the Indian Child Welfare Act in 1978. The Association on American Indian Affairs Archives document the role of this important twentieth-century Native American advocacy organization. This microfilm edition of the Archives is filmed from the holdings of the Seeley G. Mudd Manuscript Library at Princeton University. The Archives, which include materials dating from 1922 to 1983, are one of the most comprehensive research collections on the struggles of Native Americans in the twentieth century. Correspondence, minutes, reports, articles, clippings, and other printed materials provide a wealth of valuable information for researchers. Most of the records are unique and cannot be found in any other collection. To cite just one example, rare materials from 1920s and 1930s illuminate early efforts in the pursuit of Native American rights, which in turn influenced many later initiatives.

It contains incoming and outgoing correspondence; organizational records; printed material (including early pamphlets and publications both by the Indian Rights Association and other American Indian and Indian-related organizations); Indian Rights Association annual reports; draft legislation; administrative files, the papers of Indian Rights Association founder Herbert Welsh, photographs (often from Western field trips), materials from the Council on Indian Affairs, and manuscripts and research notes regarding social and cultural Indian traditions. Founded in 1882, The Indian Rights Association became one of the best-known nongovernmental organizations in the late nineteenth and early twentieth century to support American Indians. Founded by White philanthropists, the Indian Rights Association exemplifies the troubling history and the transformation over time of White-Indian alliances over the course of the twentieth century. Like other White-led organizations, the Indian Rights Association adopted the paternalistic, assimilationist views current at the turn of the century, advocating for detribalization as the most effective means of improving the economic and social status of American Indians in the United States. At the same time, the Association also served as one of the first watch-dog organizations to report on and expose the abuses of civil servants assigned by the federal government to work with American Indian communities. In time, the Indian Rights Association would relinquish its assimilationist views, ally itself with new, sometimes Indian-run, organizations such as the Society of American Indians, the National Indian Defense Association, and the Association on American Indian Affairs.

Book excerpt: To Educate American Indians presents the most complete versions of papers presented at the National Educational Association’s Department of Indian Education meetings during a time when the debate about how best to “civilize” Indigenous populations dominated discussions. During this time two philosophies drove the conversation. The first, an Enlightenment era–influenced universalism, held that through an educational alchemy American Indians would become productive, Christianized Americans, distinguishable from their white neighbors only by the color of their skin. Directly confronting the assimilationists’ universalism were the progressive educators who, strongly influenced by the era’s scientific racism, held the notion that American Indians could never become fully assimilated. Despite these differing views, a frightening ethnocentrism and an honor-bound dedication to “gifting” civilization to Native students dominated the writings of educators from the NEA’s Department of Indian Education. For a decade educators gathered at annual meetings and presented papers on how best to educate Native students. Though the NEA Proceedings published these papers, strict guidelines often meant they were heavily edited before publication. In this volume Larry C. Skogen presents many of these unedited papers and gives them historical context for the years 1900 to 1904.
