Research will analyze the AOAP requirements, review both the current costs associated with executing the program and the potential or realized benefits gained from the program, and conduct a cost and benefit analysis of maintaining the program for ground systems at Fort Hood, Texas. This research will provide the information required to determine if the Army should maintain the AOAP at Fort Hood, Texas. It will also serve as a basis for either reexamining the program throughout the Army or for increasing investment by the Army into the program. This thesis concludes that the AOAP provides a net positive benefit to Fort Hood and the Army.

Improvements in the basic FT-IR method, the addition of new analysis capabilities and the impact FT-IR has made on AOAP are presented-expansion of FT-IR to cover hydraulic fluids (petroleum and phosphate ester fluids), new fuel analysis procedures and new cleaning solvent option. The implementation of FT-IR in the Army enabled the return of previously removed aircraft equipment (ODDS) to the AOAP.

Book excerpt: The Army Oil Analysis Program (AOAP) is part of a Department of Defense effort to detect impending equipment component failures and to determine lubricant condition through periodic analytical evaluation of lubricants. AOAP is a mandatory maintenance tool for all aeronautical and selected non-aeronautical equipment in the Army inventory. Portable or on-board condition monitoring would enhance AOAP's capabilities and provide faster results to the user, thereby avoiding critical engine failure. This technology would empower maintenance technicians to determine if their equipment needed repairs or an oil change. In response to this need, a market investigation was conducted by the Petroleum and Water Quality Technology Team (PWQTT) of Tank-Automotive Research, Development and Engineering Center (TARDEC) in Warren, MI. The purpose of the investigation is to determine if there are commercially available portable oil analysis devices that would meet the Army's requirements. The investigation revealed that there are a number of portable oil analysis devices commercially available. However, a combination of several devices would be necessary in order to satisfy the Army's requirement. The results of the investigation are documented in this report.

This TOP describes the procedures for conducting oil analysis during vehicle testing to include the following: Physical Property Tests: water contamination, viscosity, acid/base number, fuel contamination by Fourier Transform Infrared (FTIR) Analysis. Particle Count Analysis: on hydraulic fluid used in hydraulic systems. Spectrometric Oil Analysis: wear metals in lubricating oil, additive packages depletion, identification of other non-metal contaminants such as silicon and sodium. Ferrography: identification of wear metal particles for characterization (type of wear), foreign contamination (grease, coal, asbestos, carbon flakes), and quantitative analysis (wear particle concentration of large size particles to small size) to evaluate accelerated wear preceding component failure. Fourier Transform Infrared Analysis: identification of oil type, monitoring additive package depletion, contamination by water, fuel, antifreeze, monitoring soot buildup and oil degradation. Oil analysis information provides interval monitoring of the quality of the oil taken from various fluid-wetted components. Results will aid in the early detection of impending failures. Overall oil analysis information collected can be incorporated into the Army Oil Analysis Program (AOAP) groundwork for establishing routine testing criteria and sampling intervals for a specific vehicle or vehicle type.
