Book excerpt: "Forging a Total Force traces the evolution of the Guard and reserve from the Revolutionary War-era militias to today's operational reserve, an integral part of the nation's total force. In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding. The reserve component proved itself yet again in the wars following 9/11, but also became strained as it became clear just how much the nation depended on its Guard and reserve. Finally, the authors detail the policy changes made midstream in an attempt to address issues with the overextended force, such as balancing training and deployment with civilian lives and careers, providing health care to reservists, and integrating the active and reserve components. Book excerpt: The mission of the United States Army is to fight and win our nation's wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Accomplishing this mission rests on the ability of the Army to equip and move its forces to the battle and sustain them while they are engaged. Logistics provides the backbone for Army combat operations. Without fuel, ammunition, rations, and other supplies, the Army would grind to a halt. The U.S. military must be prepared to fight anywhere on the globe and, in an era of coalition warfare, to logistically support its allies. While aircraft can move large amounts of supplies, the vast majority must be carried on ocean going vessels and unloaded at ports that may be at a great distance from the battlefield. As the wars in Afghanistan and Iraq have shown, the costs of convoying vast quantities of supplies is tallied not only in economic terms but also in terms of lives lost in the movement of the materiel. As the ability of potential enemies to interdict movement to the battlefield and interdict movements in the battlespace increases, the challenge of logistics grows even larger. No matter how the nature of battle develops, logistics will remain a key factor. Force Multiplying Technologies for Logistics Support to Military Operations explores Army logistics in a global, complex environment that includes the increasing use of antiaccess and area-denial tactics and technologies by potential adversaries. This report describes new technologies and systems that would reduce the demand for logistics and meet the demand at the point of need, make maintenance more efficient, improve inter- and intratheater mobility, and improve near-real-time, in-transit visibility. Force Multiplying Technologies also explores options for the Army to operate with the other services and improve its support of Special Operations Forces. This report provides a logistics-centric research and development investment strategy and illustrative examples of how improved logistics could look in the future.

Available in PDF, EPUB and Kindle. Book excerpt: During the 2 decades preceding the Persian Gulf War in 1991, the U.S. Army went through tremendous reform and rejuvenation. In explaining this important case of military change, this paper makes four central arguments. First, leaders within military organizations are essential; external developments most often have an indeterminate impact on military change. Second, military reform is about more than changing doctrine. To implement its doctrine, an organization must have appropriate training practices, personnel policies, organizations, equipment, and leader development programs. Third, the implementation of comprehensive change requires an organizational entity with broad authority able to craft, evaluate, and execute an integrated program of reforms. In the case of the U.S. Army in the 1970s and 1980s, this organization was the U.S. Army Training and Doctrine Command (TRADOC). To an unprecedented degree, TRADOC was able to ensure that changes in personnel policies, organizations, doctrine, training practices, and equipment were integrated and mutually reinforcing. Fourth and finally, the process of developing, implementing, and institutionalizing complementary reforms can take several decades. While today's demands differ from those of the past, this report suggests questions that may be useful in thinking about change today. Knowing the answers to these questions would enable informed judgment about the prospects for the successful implementation of a program of reforms. The consequences, for good or for ill, could be quite significant in terms of resources, lives, and the national interest.

Responses that such wartime commissions were temporary commissions in the Army of the United States (AUS), rather than in the Regular Army (RA), are usually met with blank looks. During World War II, almost all Army commissions--the authorization from the government that gives a military officer the right to command--were temporary AUS commissions. The AUS commission saw continued use in limited numbers after the war, but has been in hiatus since the early 1980s. The AUS commission was the last of several types of temporary commissions the United States government used to expand the Army officer corps during wartime. The use of temporary commissions to provide enough officers to lead the quickly growing ranks was the standard practice during most of the major wars fought by the United States until after the end of the Vietnam War, varying only in the type of commission and method for raising additional wartime forces. Only since 1980 has the US Army sought to wage war without issuing some sort of temporary commission to expand the officer corps"--
