The common Speech of our separate counties is a continuous testimony of the origin of its people and of their place in the heterogeneous history of the British race. Our good broad Yorkshire indicates the stalwart northern stock from which we have sprung; and wheni hear it well out-spoken, either by the ploughman in the field, or by my friend, the Hon. And Rev. Philip Savile, whom I see before me, in all its emphatic vigour, I am almost sorry that it has left the hall, and I hope it will stick to the cottage. But the immediate objects of this Society are not the archaeology of our earth, our race, or our language. They are Simply and purely historical. We shew little favour to theories, even though founded upon a historical basis. We ask for facts and evidence of facts, and we are content to leave to others the responsibility of their own conclusions. Most people of any ingenuity can discover in history what ever they wish to find there; and if you choose to make a bad use of the materials with which we supply you, do it at your own risk, and do not lay the blame on archaeology. One interest, indeed, the town has which can hardly be matched in Europe. The Bukowina was annexed to Austria in 1775, and the capital and chief towns were garrisoned by German colonists, who have held their ground more or less completely till this day. Accordingly, here, at the meeting place Of Ruthenian and Rouman, 300 miles from any Teutonic land, the astonished traveller stumbles upon a town where the streets are named with German names, and the local politicians, in the local newspapers, assault one another in the German tongue. But, though the townspeople are still, in great part, German-speaking, they have not lived in the midst of Ruthenes and Roumans for nothing, and the place struck me as being German in a limited sense.1 Things are very different in the German settlements in Transilvania, which I visited afterwards. But I am bound to say that my tenure of office is even shorter than that which prevails with Secretaries of State, and First Lords, and Presidents of the Board of Trade, because it is limited to a week, in which I am afraid there is not very much professional knowledge to be acquired. I have been consoled a good deal in my position by being assured by my Archaeological friends that very little is expected of their local President in the way of Archaeology and Architecture. That expectation is founded, I believe, upon 33 years of experience in all parts of the British Isles, and highly as we may value the good City of Colchester, I do not suppose, at all events, I do not feel, myself to be an exception to that experience. More than that, I am bound to make a confession to you. I think I have detected in the faces of some of my Archaeological friends belonging to what, in official language, I may call the permanent Archaeological service, a certain dismay at the idea of their temporary President poaching upon their preserves, or venturing upon a professional Lecture upon the subject of Archaeology and Architecture. Well, I can assure you that you need be under no feelings of dismay on that account. I am not going to inflict upon you a lecture upon the antiquities of Colchester or the neighbourhood; but I have another character to fill here, which I shall do my best to discharge. I am not merely a sort of First Lord of Archaeology, with a week's tenure of office, but it is my business to endeavour to play a double part: I not only nu worthily represent the Royal Archaeological Institute, but I also represent the County of Essex, in an official capacity, and, especially on the present occasion, Col chester and that part of the County of Essex or land of the East Saxons, which lies within a few miles of us. I represent not only the visitors, but the visited not only the Antiquaries who come to inspect us, but the antiquities that are to be inspected; not only the learned, but the ignorant; and in spite of some kind things that I have heard in the course of our varied proceedings of this day, I feel, I am bound to say, I am much more at home in the latter capacity, and I do.
