Book excerpt: Due to the new challenges (e.g., government downsizing, increased system complexity, ever changing high risk operations) faced by the Coast Guard, the Coast Guard Research and Development Center (RDC) was requested to explore the possibility of applying system safety concepts, including the use of risk analysis and enhancement of inspection procedures, to improve Coast Guard operations and facility safety. The Coast Guard RDC teamed with JBF Associates, Inc. (JBFA), a consulting firm specializing in hazard and risk analysis/management, to develop a risk based loss prevention program. The initial focus was on developing one portion of the risk based loss prevention program, a risk assessment process. This report discusses the development, validation, and end product (the Integrated Risk Assessment IRA process) of this effort. Effective implementation of the IRA process provides the Coast Guard with risk based information for: (1) controlling and reducing loss exposure, (2) making risk based decisions, and (3) using limited resources more efficiently. The IRA process proved to be an effective and efficient risk assessment tool for various types of vessels and their operations, as well as shore facilities and their operations.

Book excerpt: An integrated package of methods is presented for evaluating the benefits and costs of USCG recreational boating safety (and similar) programs and regulations. A general procedure for developing specific accident model data bases is presented along with a selection guide of model forms. An Accident Recovery Model is described in depth and used to develop benefit estimations. Guidelines for and examples of the multistate benefit analysis technique are presented. The Box-Jenkins approach to time series analysis is described and used to generate forecasts of future boating fatalities. Equations are developed for predicting the potential benefits of contemplated regulations. Analytic techniques, including intervention analysis and Benefit Assessment Diagram methods, are presented for assessing the past benefit effects of USCG regulations. Benefit evaluation examples include the level flotation, safe powering, safe loading, and basic flotation regulations. Some basic interrelationship models are presented to illustrate the nature of the marine market and the cost transfers required for tracking cost elements.

Book excerpt: Since the terrorist attacks of September 11, 2001, the nation's ports and waterways have been viewed as potential targets of attack. The Department of Homeland Security (DHS) has called for using risk-informed approaches to prioritize its investments, and for developing plans and allocating resources that balance security and the flow of commerce. The U.S. Coast Guard?a DHS component and the lead federal agency responsible for maritime security?has used its Maritime Security Risk Analysis Model (MSRAM) as its primary approach for assessing and managing security risks. GAO was asked to examine (1) the extent to which the Coast Guard's risk assessment approach aligns with DHS risk assessment criteria, (2) the extent to which the Coast Guard has used MSRAM to inform maritime security risk decisions, and (3) how the Coast Guard has measured the impact of its maritime security programs on risk in U.S. ports and waterways. GAO analyzed MSRAM's risk assessment methodology and interviewed Coast Guard officials about risk assessment and MSRAM's use across the agency.
