Download or read book Evaluating Research Efficiency in the U S Environmental Protection Agency written by National Research Council and published by National Academies Press. This book was released on 2008-06-17 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.

Available in PDF, EPUB and Kindle. Book excerpt: This handy resource describes and illustrates the concepts underlying the “First Principles of Instruction” and illustrates First Principles and their application in a wide variety of instructional products. The book introduces the e3 Course Critique Checklist that can be used to evaluate existing instructional product. It also provides directions for applying this checklist and illustrates its use for a variety of different kinds of courses. The Author has also developed a Pebble-in-the-Pond instructional design model with an accompanying e3 ID Checklist. This checklist enables instructional designers to design and develop instructional products that more adequately implement First Principles of Instruction.

The contents of this book set forth the many primarily benefits of theory for education in general and professional practice specifically. In addition, the importance of including high levels of research and theory implementation in practice is supported throughout the book.
Download or read book The ETTO Principle Efficiency Thoroughness Trade Off written by Erik Hollnagel and published by CRC Press. This book was released on 2017-11-01 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: Accident investigation and risk assessment have for decades focused on the human factor, particularly 'human error'. Countless books and papers have been written about how to identify, classify, eliminate, prevent and compensate for it. This bias towards the study of performance failures, leads to a neglect of normal or 'error-free' performance and the assumption that as failures and successes have different origins there is little to be gained from studying them together. Erik Hollnagel believes this assumption is false and that safety cannot be attained only by eliminating risks and failures. The ETTO Principle looks at the common trait of people at work to adjust what they do to match the conditions - to what has happened, to what happens, and to what may happen. It proposes that this efficiency-thoroughness trade-off (ETTO) - usually sacrificing thoroughness for efficiency - is normal. While in some cases the adjustments may lead to adverse outcomes, these are due to the very same processes that produce successes, rather than to errors and malfunctions. The ETTO Principle removes the need for specialised theories and models of failure and 'human error' and offers a viable basis for effective and just approaches to both reactive and proactive safety management.

This book was released on 2019-02-01 with total page 371 pages. Available in PDF, EPUB and Kindle. Book excerpt: Management Strategies for Water Use Efficiency and Micro Irrigated Crops presents new research and technologies for making better use of water resources for agricultural purposes. The chapters focus on better management to improve allocation and irrigation water efficiency and look at performance factors as well. Chapters look at irrigation technology, environmental conditions, and scheduling of water application. One section of the book focuses on water management in the cultivation of sugarcane, a very important industrial crop used in many fields. Other sections are devoted to principles and challenging technologies, water use efficiency for drip-irrigated crops, performance of fertigated rice under micro irrigation, and evaluation of performance of drip-irrigated crops. This valuable book is a must for those struggling to find ways to address the need to maintain efficient crop production in the midst of water shortages. With chapters from hands-on experts in the field, the book will be an invaluable reference and guide to effective micro irrigation methods.
