Book excerpt: We develop a dynamic theory of resource wars and study the conditions under which such wars can be prevented. The interaction between the scarcity of resources and the incentives for war in the presence of limited commitment is at the center of our theory. We show that a key parameter determining the incentives for war is the elasticity of demand. Our first result identifies a novel externality that can precipitate war: price-taking firms fail to internalize the impact of their extraction on military action. In the case of inelastic resource demand, war incentives increase over time and war may become inevitable. Our second result shows that in some situations, regulation of prices and quantities by the resource-rich country can prevent war, and when this is the case, there will also be intertemporal distortions. In particular, resource extraction will tend to be slower than that prescribed by the Hotelling rule, which is the rate of extraction in the competitive environment. Our third result is that, due to limited commitment, such regulation can also precipitate war in some circumstances in which war is avoided in the competitive environment. Effective leaders are skilled at organizing constituencies they need to succeed and communicating to them convincingly. Strategy means employing whatever resources are available to achieve policy goals in situations that are dynamic as conflicts change quickly over time. Operations are the actions that occur when politicians, soldiers, and diplomats execute plans. A strategic architecture, Caldwell argues, is thus not a static blueprint but a dynamic vision of how a state can succeed or fail in a conflict.

Book excerpt: Anatomy of a Civil War demonstrates the destructive nature of war, ranging from the physical to the psychosocial, as well as war’s detrimental effects on the environment. Despite such horrific aspects, evidence suggests that civil war is likely to generate multilayered outcomes. To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers’ Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war. Just as the destructive nature of war manifests itself in various forms and shapes, wartime experiences can engender positive attitudes toward women, create a culture of political activism, and develop secular values at the individual level. In addition, wartime experiences seem to robustly predict greater support for political activism. Nonetheless, changes in gender relations and the rise of a secular political culture appear to be primarily shaped by wartime experiences interacting with insurgent ideology.
